The meeting opened at 2.00 pm.

1. Decision on taking business in private: The Committee agreed to take item 9 in private.

2. Public Bodies Climate Change Duties and A Low Carbon Economic Strategy for Scotland: The Committee heard evidence from—

Roseanna Cunningham MSP, Minister for Environment and Climate Change, James Johnston, Policy Adviser, Energy Markets, Directorate for Energy and Climate Change, Kathleen Robertson, Team Leader, Energy Efficiency and Low Carbon Economy, Jenny Brough, Team Leader, Climate Change Public Bodies Duties, Local Government: Outcomes and Partnerships Division, and Bob Irvine, Deputy Director, Scottish Water and Climate Change, Scottish Government.

3. Road safety and young drivers: The Committee heard evidence from—

Keith Brown MSP, Minister for Transport and Infrastructure, Jill Mulholland, Road Safety Team Leader, Ian Robertson, Policy Officer, Road Safety Team, and Michael McDonnell, Director, Road Safety Scotland, Scottish Government.

4. Subordinate legislation: The Committee heard evidence on the M8 (Baillieston to Newhouse) Special Road Scheme 2011 (SSI2011/10), the A8 Trunk Road (Baillieston to Newhouse) Order 2011 (SSI2011/11) and the A725 Trunk Road (Baillieston to Newhouse) Order 2011 (SSI2011/12) from—

Keith Brown MSP, Minister for Transport and Infrastructure, Jim Vance, Head of Design and Development, Transport Scotland, Jo Blewett, M8 Project Manager, Transport Scotland, and Alison Martin, Solicitor, Scottish Government.

5. Subordinate legislation: Keith Brown MSP moved S3M-7772 —

That the Transport, Infrastructure and Climate Change Committee recommends that the M8 (Baillieston to Newhouse) Special Road Scheme 2011 be approved.

After a division, the motion was agreed to (For 7, Against 0, Abstentions 1).

6. Subordinate legislation: Keith Brown MSP moved S3M-7773 —

That the Transport, Infrastructure and Climate Change Committee recommends that the A8 Trunk Road (Baillieston to Newhouse) Order 2011 be approved.

After a division, the motion was agreed to. (For 7, Against 0, Abstentions 1).

7. Subordinate legislation: Keith Brown MSP moved S3M-7774 —

That the Transport, Infrastructure and Climate Change Committee recommends that the A725 Trunk Road (Baillieston to Newhouse) Order 2011 be approved.

After a division, the motion was agreed to. (For 7, Against 0, Abstentions 1).

8. Subordinate legislation: The Committee considered the following negative instruments—

the Waverley Railway (Scotland) Act 2006 (Extension of Time for Land Acquisitions) Order 2011 (SSI2011/14) and the Scottish Road Works Register (Prescribed Fees) Regulations 2011 (SSI2011/43).

and agreed to make no recommendation in relation to the instrument.

9. Road safety and young drivers (in private): The Committee considered the evidence heard and agreed to write to the Minister for Transport and Infrastructure on certain of the issues raised.
