The meeting opened at 2.00 pm.

1. Declaration of interests: Marlyn Glen MSP stated that she had no relevant interests to declare.

2. Inquiry into active travel: The Committee took evidence from—

Peter Zanzottera, Principal Consultant, and Paul Zanna, Head of Development Planning, Scotland, Steer Davies Gleave;

Dave du Feu, Spokes;

Peter Hawkins, Cycle Touring Club, Scotland;

Ian Aitken, Chief Executive, Cycling Scotland;

Jackie Davidson, Chief Executive, Scottish Cycling.

3. Subordinate legislation: The Committee considered the following negative instrument—

the Railway Closures (Exclusion) Scotland Order 2009 (SSI 2009/371)

and agreed to make no recommendation in relation to the instrument.

4. PE1181: The Committee considered a petition by Helena Coxshall calling on the Scottish Parliament to urge the Scottish Government to make representations to the UK Government about the cost of fuel in the Western Isles and other rural areas of Scotland which are now amongst the most expensive places in the world to buy petrol or diesel; to highlight in particular the refusal of the UK Government to introduce measures similar to those operating in France which reduce the tax on fuel in very remote areas; to protest at the serious consequences which high fuel prices have for fishermen, motorists and businesses in island and rural areas and to request parity with mainland city prices.

The Committee agreed to write to the Cabinet Secretary for Finance and Sustainable Growth seeking a response to issues raised during discussion.

5. Inquiry into active travel- witness expenses: The Committee agreed to delegate to the Convener responsiblity for arranging for the SPCB to pay, under Rule 12.4.3, any expenses of witnesses in the inquiry.
