The meeting opened at 2.00 pm.

1. Decision on taking business in private: The Committee agreed to take item 4 and future consideration of any draft report on its inquiry into the potential benefits of high-speed rail services in private.

2. Climate Change (Scotland) Bill: The Committee took evidence on the Bill at Stage 1 from—

Richard Dixon, Director, WWF Scotland;

Duncan McLaren, Chief Executive, Friends of the Earth Scotland;

Dave Watson, Scottish Organiser, UNISON;

Chris Hegarty, Advocacy Manager, SCIAF;

Gavin McLellan, Head of Christian Aid Scotland;

Judith Robertson, Head of Oxfam in Scotland.

3. National Planning Framework 2 - witness expenses: The Committee agreed to delegate to the Convener responsiblity for arranging for the SPCB to pay, under Rule 12.4.3, any expenses of witnesses who gave evidence on the National Planning Framework 2.

4. Inquiry into the potential benefits of high-speed rail services: The Committee considered a draft report. The Committee agreed to consider a further draft report at a future meeting.

The meeting closed at 5.19 pm.
