The meeting opened at 10.31 am.

1. Delegated powers scrutiny: The Committee considered the delegated powers provisions in the following bill—

Custodial Sentences and Weapons (Scotland) Bill as amended at Stage 2

and took oral evidence from—

Barry McCaffrey, Office of the Solicitor to the Scottish Executive
Gery McLaughlin, Bill Team Leader
Annette Sharp, Custodial Sentences Policy Manager.

The Committee agreed to lodge an amendment in relation to the power at section 43 of the Bill (new section 27Q of the Civic Government (Scotland) Act 1982) unless the Executive lodges an equivalent amendment by its deadline of Thursday 8 March 2007.

2. Executive responses: The Committee agreed to draw the attention of Parliament to the following—

3. Instruments subject to annulment: The Committee agreed to raise points on—
