Remit and membership

Remit:

To consider and report on matters relating to transport which fall within the responsibility of the Minister for Enterprise, Transport and Lifelong Learning; matters relating to environment and natural heritage which fall within the responsibility of the Minister for Environment and Rural Development; and matters relating to the land use planning system and building standards which fall within the responsibility of the Minister for Social Justice. (As agreed by resolution of the Parliament on 13 June 2002)

Report on Subordinate Legislation

The Committee reports to the Parliament as follows-

1. At its meeting on 18 February 2003, the Transport and the Environment Committee considered the following draft instrument-

The Nitrate Vulnerable Zones (Grants) (Scotland) Scheme 2003, (SSI 2003/52).

2. Allan Wilson, Deputy Minister for Environment and Rural Development moved-

S1M-3895: That the Transport and the Environment Committee recommends that the Nitrate Vulnerable Zones (Grants) (Scotland) Scheme 2003, (SSI 2003/52) be approved.

3. After debate the motion was agreed to.

4. The Committee also considered the following negative instrument-

The Action Programme for Nitrate Vulnerable Zones (Scotland) Regulations 2003, (SSI 2003/51).

5. The Committee had nothing to report on the instrument.

6. At its meeting on 4 March 2003, the Transport and the Environment Committee considered the following draft instruments-

The Landfill (Scotland) Regulations 2003

The Road Traffic (Vehicle Emissions) (Fixed Penalty) (Scotland) Regulations 2003.

7. Allan Wilson, Deputy Minister for Environment and Rural Development moved-

S1M-3910: That the Transport and the Environment Committee recommends that the Landfill (Scotland) Regulations 2003 be approved.

and

S1M-3911: That the Transport and the Environment Committee recommends that the Road Traffic (Vehicle Emissions) (Fixed Penalty) (Scotland) Regulations be approved.

8. After debate the motions were agreed to.

9. The Committee also considered the following negative instruments-

The Domestic Water and Sewerage Charges (Reduction) (Scotland) Regulations 2003, (SSI 2003/65)

The Road Traffic (Permitted Parking Area and Special Parking Area) (Aberdeen City Council) Regulations 2003, (SSI 2003/70)

The Road Traffic (Parking Adjudicators) (Aberdeen City Council) Regulations 2003, (SSI 2003/71)

The Parking Attendants (Wearing of Uniforms) (Aberdeen City Council Parking Area) Regulations 2003, (SSI 2003/72)

The Surface Water (Fishlife) (Classification) (Scotland) Amendment Regulations 2003, (SSI 2003/85).

10. The Committee had nothing to report on the instruments.

11. At its meeting on 18 March 2003, the Transport and the Environment Committee considered the following negative instrument-

The Strathclyde Passenger Transport Authority (Constitution, Membership and Transitional and Consequential Provisions) Amendment Order 2003, (SSI 2003/128).

12. The Committee had nothing to report on the instrument.

13. At its meeting on 25 March 2003, the Transport and the Environment Committee considered the following negative instruments-
