The meeting opened at 9:32 am.

 

1. Items in private: The Committee agreed to take items 5, 6 and 7 in private.

2. Time limit on debates: The Committee agreed not to debate the emergency affirmative SSIs.

3. National Health Service Reform and Health Care Professions Bill: The Committee considered the Sewel Memorandum from the Scottish Executive and took evidence from Malcolm Chisholm, the Deputy Minister for Health and Community Care.

The Committee agreed that it was content that the relevant provisions be considered by the UK Parliament.

4. Subordinate Legislation:

The Deputy Minister for Health and Community Care moved the motion: that the The Food Protection (Emergency Prohibitions) (Amnesic Shellfish Poisoning) (West Coast) (No. 10) (Scotland) Order 2001 (SSI 2001/406) be approved.

The Committee agreed the motion.

The Deputy Minister for Health and Community Care moved the motion: that the The Food Protection (Emergency Prohibitions) (Amnesic Shellfish Poisoning) (West Coast) (No.11) (Scotland) Order 2001 (SSI 2001/420) be approved.

The Committee agreed the motion.

The Deputy Minister for Health and Community Care moved the motion: that the The Food Protection (Emergency Prohibitions) (Amnesic Shellfish Poisoning) (West Coast) (No.12) (Scotland) Order 2001 (SSI 2001/423) be approved.

The Committee agreed the motion.

The Committee adjourned from 10.14 am to 10.23 am

5. Appointment of an adviser (in private): The Committee considered the terms of reference, and an order of preference, for an adviser on the Scottish Budget 2003/4 and agreed a paper to be sent to the Parliamentary Bureau.

6. Proposed Scottish Public Sector Ombudsman Bill (in private): The Committee considered a paper on the approach to Stage 1, and appointed Janis Hughes as reporter to the Local Government consideration of the Bill at Stage 1.

7. Community Care and Health (Scotland) Bill (Stage 1) (in private): The Committee considered its conclusions and recommendations on its Stage 1 Report on the Community Care and Health (Scotland) Bill and agreed to delegate authority to the Convener and the Clerk to finalise the report.
