The meeting opened at 9.30 am

Richard Simpson declared that he is the Director of a nursing home company based in England, is a member of the British Association for Adoption and Fostering and provides advice on adoption and fostering matters to Clackmannanshire, Falkirk and Stirling Councils which was relevant to item 2.

  3. Regulation of Care (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 3).

The following amendments were agreed to (without division): 207, 208, 13, 209, 210, 14, 211, 214, 212, 215, 66, 15, 16, 17, 18, 132, 19, 20, 121 and 67.


Amendment 219 was agreed to by division (For 4, Against 3, Abstentions 0)

The following amendments were moved and, with the agreement of the Committee, withdrawn: 146, 162 and 151.

Other amendments were not moved or pre-empted.

Sections 21, 22, 23, 24, 25 and 27 were agreed to as amended.

Section 26 was agreed to without amendment.
