The meeting opened at 9.32 am

Richard Simpson declared that he is the Director of a nursing home company based in England, is a member of the British Association for Adoption and Fostering and provides advice on adoption and fostering matters to Clackmannanshire, Falkirk and Stirling Councils which was relevant to items 3 and 4.

  1. Items in Private: The Committee agreed to take items 5 and 6 in private.

    The National Assistance (Sums for Personal Requirements) (Scotland) Regulations 2001 (SSI 2001/100)

    The Restriction on Pithing (Scotland) Regulations 2001 (SSI 2001/73)

  4. Regulation of Care (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 2).
  5. The following amendments were agreed to (without division): 138, 168, 47, 6, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 7, 8, 9, 58, 59, 60 and 61.

    The following amendments were moved and, with the agreement of the Committee, withdrawn: 120, 170, 172, 139, 140.

    Other amendments were not moved or pre-empted.

    Sections 5, 7, 8, 9, 12, 14 and 18 were agreed to as amended.

    Sections 6, 10, 11, 13, 15, 16 and 17 were agreed to without amendment.

    The meeting adjourned from 10.49 am to 10.59 am

  6. Regulation of Care (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 2).
  7. The following amendments were agreed to (without division): 131, 10, 11, 12, 62, 63, 64, 179 and 65.

    The following amendments were moved and, with the agreement of the Committee, withdrawn: 175, 141 and 180.

    Other amendments were not moved.

    Sections 19 and 20 were agreed to as amended.

  8. Timetabling of Committee Meetings (in private): The Committee agreed the terms of a response to a paper by the Conveners’ Liaison Group on the timetabling of committee meetings.
  9. PE 145 Vaccinations and Autistic Spectrum Disorder (in private): The Committee considered action following publication of the report on MMR.
