The meeting opened at 9:36 am

Richard Simpson declared that he is the Director of a nursing home company based in England, is a member of the British Association for Adoption and Fostering and provides advice on adoption and fostering matters to Clackmannanshire, Falkirk and Stirling Councils which was relevant to item 3.

  1. Items in Private: The Committee agreed to take items 4 and 5 in private.
  2. Subordinate Legislation: The Committee considered the following negative instrument and determined that it had no recommendation to make—
  3. The National Health Service (General Dental Services) (Scotland) Amendment Regulations 2001 (SSI 2001/57)

  4. Regulation of Care (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 1).
  5. The following amendments were agreed to (without division): 99, 102, 1, 2, 3, 4, 36, 38, 5, 42A, 42 (as amended).

    The following amendments were moved and, with the agreement of the Committee, withdrawn: 106, 103, 101, 107, 34, 108, 109, 37, 111 and 113.

    Other amendments were not moved or pre-empted.

    Section 1 and schedule 1 were agreed to as amended.

    The meeting adjourned from 10:59 am to 11:11 am

  6. Regulation of Care (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 1).
  7. The following amendment was agreed to (without division): 43.

    The following amendments were disagreed to (by division)—

    44 (For 2, Against 6, Abstentions 1)

    129 (For 3, Against 6, Abstentions 0)

    The Following amendments were moved and, with the agreement of the Committee, withdrawn: 46, 115, 117 and 118.

    Other amendments were not moved or pre-empted.

    Sections 3 and 4 were agreed to without amendment.

    Section 2 was agreed to as amended.

  8. Budget Process 2002/03 (in private): The Committee agreed witnesses to assist in their consideration of the 2002/03 budget process.
  9. PE 145 Vaccinations and Autistic Spectrum Disorder (in private): The Committee agreed its final conclusions and recommendations and agreed to publish its conclusions and recommendations in advance of its Report.

Richard Simpson made the following statement: "I wish to make it plain that to the best of my knowledge I do not have, and have not had, any registrable interest in any company involved in the production and marketing of MMR vaccines".
