Report on International Criminal Court (Scotland) Bill

  1. The Finance Committee considered the International Criminal Court (Scotland) Bill which was referred for its consideration under rule 9.12 of the Parliament’s Standing Orders.
  2. The Committee had before it the Financial Memorandum accompanying the Bill on introduction (prepared in accordance with Rule 9.3).
  3. The Committee was in agreement that the Bill contains provisions which increase existing expenditure payable out of the Scottish Consolidated Fund. The Committee is of the view, therefore, that the provisions of the legislation as introduced are sufficient to require the Parliament by resolution to agree to that expenditure.
