Report on Housing (Scotland) Bill

  1. The Finance Committee considered the Housing (Scotland) Bill which was referred for its consideration under rule 9.12 of the Parliament’s Standing Orders.
  2. The Committee had before it the Financial Memorandum accompanying the Bill on introduction (prepared in accordance with Rule 9.3). The Committee did not consider the Financial Memorandum to be sufficiently comprehensive in detailing the financial costs associated with the Bill. The Committee requested clarification from the Minister for Social Justice on a number of issues and thereafter took further evidence from Scottish Executive Development Department officials.
  3. Having considered the supplementary information, the Committee was in agreement that the Bill contains provisions which introduce new expenditure payable out of the Scottish Consolidated Fund. The Committee is of the view, therefore, that the provisions of the legislation as introduced are sufficient to require the Parliament by resolution to agree to that expenditure.
