The meeting opened at 2.14pm.

  1. Objective 3 draft operational plan: The committee received a presentation from Heather Koronka of the Scottish ESF Objective 3 Partnership and David Chalmers of the Scottish Executive’s Development Department.


  2. Scrutiny of European Documentation: The committee discussed the scrutiny recommendations of the Convener. The undernoted actions were agreed.

  1. Consultation process: The Clerk reported that terms of reference for consultation with the wider European constituency had been drafted, and indicated that copies of the proposed correspondence would be made available to the committee in due course. It was agreed to seek further guidance on the use of reporters.


  2. Convener’s Report: The Convener reported that—

    1. He had been invited to attend the opening of Scotland House and to participate in other events during Scotland Week. He further reported that the required travel had been approved in principle by the Parliamentary Bureau;

    2. A delegation from the Regional Policy Committee of the Swedish Parliament would be visiting the Scottish Parliament on 16 November;

    3. A representative from the Basque Parliament would be visiting the Scottish Parliament on 4th and 5th October. Ms Margo MacDonald and Dr Winnie Ewing agreed to make themselves available to meet the delegation at around 11.30am;

    4. The Parliamentary Bureau had agreed that committee meetings could take place on Monday afternoons. It was agreed by the committee to continue with present meeting arrangements.

  1. Requests from the Committee for further briefing: It was agreed to seek a briefing on public expenditure planning additionality and the relationship between structural funds and the Scottish block.

 

It was noted that the next meeting of the committee would be held on 19 October and that the Minister for Finance is scheduled to attend.
