The meeting opened at 9.34 am.

1. Work programme (in private): The Committee considered its future work programme and agreed:

  • a remit and programme of evidence for a marine environment inquiry;
  • a programme of evidence for further consideration of sustainable development;
  • its approach to Stage 1 consideration of the Cairngorms National Park Boundary Bill, including to seek approval to meet outside Edinburgh as part of a programme of evidence;
  • to delegate to the Convener authority to consider any claims under the witness expenses scheme arising from the Committee’s work on the marine environment inquiry, sustainable development and the Cairngorms National Park Boundary Bill; and
  • to take evidence from the Minister for Environment and Rural Development in December on EU issues, principally focussing on the rural development programme and the December meeting of the Agriculture and Fisheries Council of the EU.

2. Aquaculture and Fisheries (Scotland) Bill: The Committee took evidence at Stage 1 from—

Andrew Wallace, Director, Association of Salmon Fishery Boards;

Hugh Campbell Adamson, Fisheries Bill Team, Scottish Rural Property and Business Association;

Jon Swift, Chairman, Association of Scottish Stillwater Fisheries; and

Alex Stewart, Recorder, Tay Liaison Committee;

and then from—

George Holdsworth, Scottish Policy Officer, Salmon and Trout Association;

Dr David Mackay, Environment Officer, Scottish Anglers National Association; and

Ron Woods, Policy Officer, Scottish Federation of Coarse Angling.

The Committee agreed to consider the evidence received to date on the Bill in private at its next meeting, and to consider its draft Stage 1 report in private at future meetings until it is agreed.

3. Budget process 2007-08: The Committee took evidence on the Executive’s Draft Budget 2007-08 from—

Ross Finnie MSP, Minister for Environment and Rural Development, and David Dalgetty, Finance and Central Services, Scottish Executive;

and agreed to consider its draft report in private at future meetings until it is agreed.

The meeting closed at 1.01 pm.
