The meeting opened at 10.54 am.

1. European issues: The Committee considered an update from the Convener on European issues and agreed to write to the Minister for Environment and Rural Development seeking further information on a number of issues raised during discussion.

2. Subordinate legislation: The Committee considered the following negative instruments—

the Salmonella in Broiler Flocks (Sampling Powers) (Scotland) Regulations 2005, (SSI 2005/496);

the Animal and Animal Products (Import and Export) (Scotland) Amendment (No.2) Regulations 2005, (SSI 2005/502); and

the Pollution Prevention and Control (Public Participation etc.) (Scotland) Regulations 2005, (SSI 2005/510).

The Committee agreed, being content with the instruments, to make no recommendation to the Parliament. The Committee also agreed to write to the Minister for Environment and Rural Development seeking further clarification on   points raised during discussion of SSI 2005/510.

3. Work programme: The Committee considered its future work programme and—

  • noted the likely time commitments for considering primary legislation

  • agreed to take oral evidence from the Minister for Environment and Rural Development in early 2006 on priorities for the Austrian presidency of the EU

  • agreed to consider the Scottish Executive’s response to the Committee’s report on its inquiry into rural development before considering whether it wishes to bid for a Chamber debate on the report

  • agreed to defer further consideration of petition PE749 until the results of the review of Scottish Water’s sewage sludge disposal strategy review are known

  • agreed to pursue a number of inquiry topics and to consider further detailed proposals at a future meeting.

4. Environmental Levy on Plastic Bags (Scotland) Bill (in private): The Committee considered its approach to its Stage 1 report and agreed to consider a draft report at its next meeting.
