The meeting opened at 10.30 am.

1. Item in private: The Committee agreed to take item 4 in private.

2. Environmental Assessment (Scotland) Bill: The Committee considered the Bill at Stage 2.

Amendment 2 was agreed to (without division).

The following amendments were moved and, with the agreement of the Committee, withdrawn: 12, 4, 1 and 25.

The following amendments were not moved: 13, 17, 22, 23, 19 and 20.

Sections 1, 2, 3, 4, 5, schedule 1, sections 6, 7, schedule 2, sections 8, 9, 10, 11, 12, 13, schedule 3, sections 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25 and the long title were agreed to without amendment.

Section 14 was agreed to as amended.

The Committee completed Stage 2 consideration of the Bill.

3. Work programme: The Committee considered its future work programme and—

  • noted the likely time commitments arising from scrutiny of primary legislation and other referred work
  • agreed to take evidence from the Minister for Environment and Rural Development on issues arising in connection with the proposed Crofting Reform Bill
  • noted the lodging of a draft proposal for a Greenhouse Gas Emissions Targets Bill
  • noted the Local Government and Transport Committee’s intention to consider the proposed Sewel motion on the UK Civil Aviation Bill
  • agreed its approach to stage 2 scrutiny of the Scottish Executive’s 2006-07 environment and rural affairs budget
  • agreed to write to the Minister for Environment and Rural Development and the petitioner seeking an update on issues raised in connection with petition PE653
  • agreed to seek oral evidence from the Minister in advance of the December European Agriculture and Fisheries Council
  • agreed to receive work programme updates approximately every six weeks.

4. Inquiry into climate change (in private): The Committee considered the response to its inquiry report from the Scottish Executive and arrangements for the scheduled Chamber debate on the report.
