The meeting opened at 10.03 am.

1. Environmental Assessment (Scotland) Bill (in private): The Committee considered the evidence received to date at Stage 1.

2. Subordinate legislation: The Committee considered the following negative instrument—

the Horse Passports (Scotland) Regulations 2005 (SSI 2005/223).

Mr Brian Monteith MSP moved motion S2M-2781—

That the Environment and Rural Development Committee recommends that nothing further be done under the Horse Passports (Scotland) Regulations 2005 (SSI 2005/223).

After debate, the motion was disagreed to by division: For 1, Against 8.

The Committee therefore agreed, being content with the instrument, to make no recommendation to the Parliament.

3. Subordinate legislation: The Committee considered the following negative instrument —

the Land Management Contracts (Menu Scheme) (Scotland) Regulations 2005 (SSI 2005/225).

The Committee agreed, being content with the instrument, to make no recommendation to the Parliament.

4. Subordinate legislation: The Committee considered the following affirmative instrument—

the Farm Business Development (Scotland) Variation Scheme 2005 (SSI 2005/219).

Ross Finnie MSP, Minister for Environment and Rural Development, moved motion S2M-2747 —

That the Environment and Rural Development Committee recommends that the Farm Business Development (Scotland) Variation Scheme 2005 (SSI 2005/219) be approved.

After debate, the motion was agreed to.

5. Environmental Assessment ( Scotland) Bill: The Committee took evidence at Stage 1 from—

Ross Finnie MSP, Minister for Environment and Rural Development; and
Malcolm Chisholm MSP, Minister for Communities.

The Committee agreed to consider its draft report in private at future meetings.

The meeting closed at 12.37 pm.
