The meeting opened at 10.48 am.

1. Proposed Liability for Release of Genetically Modified Organisms (Scotland) Bill: The Committee considered a statement of reasons for not consulting on the draft proposal and took evidence from Mr Mark Ruskell MSP.

The Committee was satisfied with the reasons given for not consulting on the draft proposal.

2. Proposed Plastic Bag Environmental Levy Bill: The Committee considered a statement of reasons for not consulting on the draft proposal and took evidence from Mike Pringle MSP.

The Committee was satisfied with the reasons given for not consulting on the draft proposal.

3. European issues: The Committee considered an update from the Convener on European issues.

4. Luxembourg Presidency of the European Union and the priorities of the Scottish Executive: The Committee took evidence on the priorities of the Scottish Executive as they relate to the Environment and Rural Development portfolio from—

Ross Finnie MSP, Minister for Environment and Rural Development.

The Minister agreed to write to the Committee to provide further information on a number of points raised during evidence.

The meeting closed at 12.23 pm .
