The meeting opened at 10.24 am.

  1. Water Services etc. (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 2).

  2. The following amendments were agreed to (without division): 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 19, 20, 60, 21, 22, 61, 23, 24, 62, 63, 64, 65, 66, 25, 26, 67, 68, 69, 27, 28, 29, 30, 31, 32, 33, 70, 34, 35, 71, 72, 73 and 36.

    Sections 21, 22, 23, schedule 4, and sections 24, 25, 26, 28, 29 and 30, and the long title were agreed to without amendment.

    Sections 12, 13, 14, 15, 16, 17 and 18, schedule 3, sections 19 and 20, schedule 5, and section 27 were agreed to as amended.

    The Committee completed Stage 2 consideration of the Bill.

  3. Subordinate legislation: The Committee considered the following negative instruments—

    the Agricultural Holdings (Fees) Scotland Order 2004, (SSI 2004/496);

    the Agricultural Holdings (Forms) Scotland Order 2004, (SSI 2004/497);

    the Control of Volatile Organic Compounds (Petrol Vapour Recovery) (Scotland) Regulations 2004, (SSI 2004/512); and

    the Water Environment (Register of Protected Areas) (Scotland) Regulations, (SSI 2004/516).

  4. The Committee agreed to write to the Minister for Environment and Rural Development in relation to the derogation implemented by SSI 2004/512. The Committee further agreed, being content with the instrument, to make no recommendation to the Parliament.

    The Committee agreed to write to the Minister for Environment and Rural Development to seek clarification on a number of issues in relation to SSI 2004/516, prior to concluding its consideration of the instrument.

    The Committee further agreed, being content with the remaining instruments, to make no recommendation to the Parliament.

  5. Sustainable development: The Committee took evidence from Ross Finnie MSP (Minister for Environment and Rural Development) on the Scottish Executive’s response to the Committee’s research report on sustainable development.

  6. The Minister for Environment and Rural Development agreed to write to the Committee to provide further information on a number of points raised during evidence.

  7. Item in private: The Committee agreed to consider in private at a future meeting a draft remit and suggested programme of evidence in connection with its proposed inquiry into rural development.
