The meeting opened at 9.39 am.

  1. Declaration of interests: The new member of the Committee (Richard Lochhead) made a declaration of relevant interests.

  2. Subordinate legislation: The Committee considered the following affirmative instruments—

    the Fishing Vessels (Satellite-tracking Devices) (Scotland) Scheme 2004 (SSI 200/379);

    the draft Ethical Standards in Public Life etc. (Scotland) Act 2000 (Modification of National Parks (Scotland) Act 2000) Order 2004; and

    the draft Scotland Act 1998 (Functions Exercisable in or as Regards Scotland) Order 2004.

  3. Ross Finnie MSP, Minister for Environment and Rural Development, moved:

    S2M-1715—That the Environment and Rural Development Committee recommends that the Fishing Vessels (Satellite-tracking Devices) (Scotland) Scheme 2004 (SSI 2004/379) be approved;

    S2M-1716—That the Environment and Rural Development Committee recommends that the draft Ethical Standards in Public Life etc. (Scotland) Act 2000 (Modification of National Parks (Scotland) Act 2000) Order 2004 be approved; and

    S2M-1717—That the Environment and Rural Development Committee recommends that the draft Scotland Act 1998 (Functions Exercisable in or as Regards Scotland) Order 2004 be approved.

    The motions were agreed to.

  4. Petitions: The Committee considered the following petitions—

    PE517 and PE645 on control of odours from waste water treatment works.

  5. The Committee agreed to take forward issues arising from the petitions when taking oral evidence from Ross Finnie MSP, Minister for Environment and Rural Development, under items 4 and 5. The Committee further agreed to incorporate consideration of these issues into its Stage 1 report on the Water Services etc. (Scotland) Bill.

  6. Executive consultations on water services: The Committee took evidence from Ross Finnie MSP, Minister for Environment and Rural Development, on the following Executive consultations—

    Investing in Water Services 2006-2014: the Quality and Standards III Project;

    Paying for Water Services 2006-2010: a consultation on the principles of charging for water services.

  7. Water Services etc. (Scotland) Bill: The Committee took evidence at Stage 1 from Ross Finnie MSP, Minister for Environment and Rural Development.

  8. Subordinate legislation: The Committee considered the following negative instrument—

the Pesticides (Maximum Residue Levels in Crops, Food and Feeding Stuffs) (Scotland) Amendment (No. 3) Regulations 2004, (SSI 2004/399).

The Committee agreed, being content with the instrument, to make no recommendation to the Parliament.
