The meeting opened at 10.01 am.

1. Item in private: The Committee agreed to take item 6 in private.

2. Declaration of interests: The new member of the Committee (Mr Mark Ruskell) made a declaration of relevant interests.

3. Choice of Deputy Convener: The Committee agreed Mr Mark Ruskell as its new Deputy Convener.

4. Water Services etc. ( Scotland) Bill: The Committee took evidence at Stage 1 from—

Panel 1

Dr John Sawkins, Senior Lecturer in Economics, Heriot-Watt University;

Ian Jones, Chairman, Quayle Munro Holdings plc;

Alan Thomson, Chartered Institution of Water and Environmental Management;

Panel 2

Ian Duff, Chief Economist, Scottish Council for Development and Industry;

John Downie, Parliamentary Officer, Federation of Small Businesses in Scotland;

Bill Anderson, Campaigns Manager, Forum of Private Business, Scotland; and

Panel 3

Alan Barclay, General Manager – Port Dundas Whisky, Diageo;

Dr Ray Mountford, Commercial Development Manager, BP Grangemouth;

David Calder, Head of Manufacturing, Ciba Speciality Chemicals.

5. Subordinate legislation: The Committee considered the following negative instruments—

the Waste Management Licensing Amendment ( Scotland) Regulations 2004, (SSI 2004/275); and

the Environmental Protection (Restriction on Use of Lead Shot) ( Scotland) Regulations 2004, (SSI 2004/289).

The Committee agreed, being content with instrument SSI 2004/275, to make no recommendation to the Parliament.

The Committee noted correspondence from the Minister for Environment and Rural Development in relation to instrument SSI 2004/89, and noted that a further instrument has been laid which revokes and replaces SSI 2004/89. The Committee noted that it would consider this new instrument in due course.

6. Research into Sustainable Development (in private): The Committee considered a draft research report. The Committee agreed the report and also agreed arrangements for the publication and launch of the report. The Committee further agreed to seek a formal response from the Executive in relation to the report.
