The meeting opened at 10.02 am.

1. Nature Conservation (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 5).

The following amendments were agreed to (without division): 246, 249, 234, 250, 183, 184, 251, 186, 252, 87, 226, 88, 89, 90, 91, 92, 227 and 93.

The following amendments were disagreed to (by division)—

247 (For 3, Against 6, Abstentions 0)
235 (For 3, Against 6, Abstentions 0).

Amendment 248 was moved and, with the agreement of the Committee, withdrawn.

The remaining amendments were not moved.

Sections 52, 53, 54, 55 and 57 were agreed to without amendment.

Schedule 7, section 56 and the long title were agreed to as amended.

The Committee completed Stage 2 consideration of the Bill.

Subordinate legislation: Richard Lochhead MSP moved motion S2M-937—

That the Environment and Rural Development Committee recommends that nothing further be done under the Sea Fishing (Restriction on Days at Sea) (Scotland) Order 2004, (SSI 2004/44).

A proposal from Roseanna Cunningham that the Committee should defer further consideration of this motion in order to take oral evidence from interested parties was disagreed to by division (For 3, Against 6, Abstentions 0).

After debate, motion S2M-937 was disagreed to: For 3, Against 6, Abstentions 0).

The Committee therefore agreed, being content with the instrument, to make no recommendation to the Parliament.

2. Subordinate legislation: The Committee considered the following negative instrument—

the Registration of Establishments Keeping Laying Hens (Scotland) Amendment Regulations 2004, (SSI 2004/27).

The Committee agreed, being content with the instrument, to make no recommendations to the Parliament.

3. Reform of the Common Agricultural Policy: The Committee took evidence from Allan Wilson MSP (Deputy Minister for Environment and Rural Development) on the implementation of CAP Reform in Scotland.
