The meeting opened at 10.01 am.

1. Item in private: The Committee agreed to consider item 4 in private.

2. Irish Presidency of the European Union and the priorities of the Scottish Executive: The Committee took evidence on the priorities of the Scottish Executive as they relate to the Environment and Rural Development portfolio from—

Allan Wilson MSP, Deputy Minister for Environment and Rural Development.

3. Nature Conservation (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 4).

The following amendments were agreed to (without division): 238, 201, 202, 203, 204, 205, 206, 207, 208, 209, 210, 211, 212, 213, 214, 215, 216, 217, 218, 219, 187, 220, 7, 174, 175, 176, 221, 222, 223, 224, 225, 180, 185, 230, 231, 232 and 244.

The following amendment was disagreed to by division—

2 (For 1, Against 8, Abstentions 0)

Amendments 8, 191, 239 and 243 were moved and, with the agreement of the Committee, withdrawn.

The remaining amendments were not moved.

Section 51 and schedule 6 were agreed to as amended.

The Committee ended consideration of the Bill for the day, schedule 6 having been agreed to.

4. Inquiry into implementation of CAP reform (in private): The Committee considered a draft remit and suggested programme of evidence in connection with this inquiry. The Committee agreed—

  • the remit for the inquiry;
  • to issue a call for evidence;
  • the programme of evidence and timetable; and
  • to delegate to the Convener authority to approve any claims under the witness expenses scheme arising from this inquiry.
