The meeting opened at 11.02 am.

1. Subordinate legislation: The Committee considered the following negative instrument-

the Welfare of Animals (Slaughter or Killing) Amendment (Scotland) Regulations 2004, (SSI 2004/13).

The Committee agreed, being content with the instrument, to make no recommendations to the Parliament.

2. Nature Conservation (Scotland) Bill: The Committee considered the Bill at Stage 2 (Day 3).

The following amendments were agreed to (without division): 66, 67, 68, 69, 70, 71, 72, 73, 74, 75, 76, 77, 78, 79, 80, 81, 157, 158, 159, 160, 1, 161, 162, 82, 163, 164, 165, 166, 167, 168, 169, 83, 84, 170, 85, 171, 172, 86, 173.

Amendments 177 and 178 were moved and, with the agreement of the Committee, withdrawn.

The remaining amendments were not moved.

Sections 30, 32 and 33, schedule 3, sections 34, 35, 37, 40, 47 and 50, and schedule 5 were agreed to without amendment.

Sections 29, 31, 36, 38, 39, 41, 42, 43 and 44, schedule 4, and sections 46, 48 and 49 were agreed to as amended.

The Committee ended consideration of the Bill for the day, amendment 178 having been disposed of.

3. 2005-06 Budget (in private): The Committee consider its approach to the 2005-06 budget process and agreed-

- to incorporate the budget scrutiny into a short inquiry into the implementation of CAP reform,

- to seek the appointment of an adviser,

- the remit and person specification for an adviser, and

- a shortlist of preferred candidates for the post.

The meeting closed at 12.13 pm.
