S1W-3450 Mr Kenny MacAskill: To ask the Scottish Executive what plans it has to promote light rail transport in Scotland.

 

S1W-3451 Mrs Margaret Smith: To ask the Scottish Executive why there are differences in the caesarean section rates between comparable units, for example 25.7% at the Royal Alexandria in Paisley and 13.5% at Falkirk Royal Infirmary.

 

S1W-3452 Mrs Margaret Smith: To ask the Scottish Executive whether it will detail the difference in costs and rates between caesarean section delivery and normal vaginal delivery, broken down by health board over the last five years.

 

S1W-3453 Mrs Margaret Smith: To ask the Scottish Executive how much money is being spent on caesarean sections, over and above the World Health Organisation recognised rate of 10-15% as being medically necessary, and whether this money could be spent on providing improved continuity of care in labour.

 

S1W-3454 Mr Murray Tosh: To ask the Scottish Executive whether it has made, or intends to make, representations against proposals in the Railways Bill, or any subsequent Transport Bill, which permit the Strategic Rail Authority to disregard directions and guidance relating to the provision of passenger rail services in Scotland given by Scottish Ministers.

 

S1W-3455 Mr Murray Tosh: To ask the Scottish Executive whether it intends to make the Strategic Rail Authority a statutory consultee for local authorities and other planning bodies (a) when structure and local plans are being prepared and (b) when relevant planning applications are under consideration.

 

S1W-3456 Mr Murray Tosh: To ask the Scottish Executive whether it will be able to require the Strategic Rail Authority to lay before the Scottish Parliament an annual report on its activities, its income and expenditure, and its existing and future strategies, in relation to rail services in Scotland, including those beginning and ending in Scotland.

 

S1W-3457 Mr Murray Tosh: To ask the Scottish Executive whether it intends to publish any directions and guidance it gives to the Strategic Rail Authority.

 

S1W-3458 Mr Murray Tosh: To ask the Scottish Executive whether it will have the right to nominate any members to the Board of the Strategic Rail Authority and whether there will be any representatives of Scottish passengers or rail freight users on the Board.

 

S1W-3459 Mr Murray Tosh: To ask the Scottish Executive whether money raised in fines on rail operations in Scotland is or will be retained by it or paid to the Shadow Strategic Rail Authority.

 

S1W-3460 Mr Murray Tosh: To ask the Scottish Executive whether it has full power to determine the criteria set out for the award of freight facilities grant and track access grant, or whether the said criteria are determined by another body.

 

S1W-3461 Mr Murray Tosh: To ask the Scottish Executive, further to the answer to question S1W-1201 by Ms Wendy Alexander on 10 September 1999, whether it will identify the bodies being consulted about the employment and training opportunities arising from New Housing Partnerships, identify a website address for the consultation document and indicate when the consultation period will close and when it anticipates reporting on the findings of its consultation.

 

S1W-3462 Lord James Douglas-Hamilton: To ask the Presiding Officer what proposals or options are before the Scottish Parliamentary Corporate Body in relation to Queensberry House and whether MSPs will be consulted on this issue.

 

S1W-3463 Karen Gillon: To ask the Scottish Executive when it will announce its response to the recommendations in the report of the independent Committee of Inquiry into Student Finance.

 

S1W-3464 Tavish Scott: To ask the Scottish Executive when it received the consultation document on the National Contingency Plan for Marine Pollution from Her Majesty's Government, when its response to the document was submitted to Her Majesty's Government and whether copies of the response will be made available to the Parliament.

 

S1W-3465 Bruce Crawford: To ask the Scottish Executive when it will provide an answer to question number S1W-2441 lodged on 9 November 1999 and whether it will provide an explanation for the delay.

 

S1W-3466 Bruce Crawford: To ask the Scottish Executive when it will provide an answer to question number S1W-2310 lodged on 2 November 1999 and whether it will provide an explanation for the delay.

 

S1W-3467 Rhoda Grant: To ask the Scottish Executive whether local authorities are required to identify sites for proposed superquarries in their structure plans.

 

S1W-3468 John Young: To ask the Scottish Executive what the annual cost to the NHS in Scotland of ailments stemming from drug misuse is.

S1W-3471 Mr Kenny MacAskill: To ask the Scottish Executive, further to the answer to question S1W-2120 by Lord Hardie on 8 November 1999, when and by whom information regarding litigation by the Ministry of Defence against the manufacturers of the FADEC system was brought to the attention of the Crown Office.

 

S1W-3472 Lord James Douglas-Hamilton: To ask the Scottish Executive whether it has received the Quigley Report on tuition fees or when it expects to receive it, and when it will bring this matter before the Parliament with its response.

 

S1W-3473 Lord James Douglas-Hamilton: To ask the Scottish Executive whether it is aware of a proposal to privatise the General Medical Practitioners Service of the Scottish Prison Service, whether it considers that this proposal would create a precedent for publicly funded health services, and whether it will make an announcement on this subject in due course.

 

S1W-3474 Scott Barrie: To ask the Scottish Executive whether it will report on progress in relation to the UK proposals for Objective 2 European Structural Funds coverage in Scotland from 2000-06.

 

S1W-3475 Scott Barrie: To ask the Scottish Executive when the Report on the Review of the Public Health Function in Scotland will be published.

 

S1W-3476 Mr John Munro: To ask the Scottish Executive whether the Marine Laboratory’s dual role as both monitor and adviser to it has caused any difficulties in the efficient functioning of the laboratory and whether it has any plans to review the future role of the laboratory.

 

S1W-3477 Lord James Douglas-Hamilton: To ask the Scottish Executive how many telephone tappings it has authorised since 1 July 1999 and what discussions it has had with the Home Secretary on this matter.

 

S1W-3478 Fergus Ewing: To ask the Scottish Executive whether it has considered the report by the Commissioner for Public Appointments as to the appointment of Dr Harold Mills as Chairman of Caledonian MacBrayne; if so, what action it proposes to take; in particular, whether it plans to invite Dr Mills to step down and conduct a new appointment process in line with the revised guidelines recommended by the Commissioner, and whether it will place a copy of the report in the Scottish Parliament Information Centre.

 

S1W-3479 Fiona Hyslop: To ask the Scottish Executive what has been the total amount of housing association grant allocated to housing associations since 1986.

 

S1W-3480 Fiona Hyslop: To ask the Scottish Executive what has been the total amount in grants for rent to ownership (GRO) allocated to housing associations since 1986.

 

S1W-3482 Fiona Hyslop: To ask the Scottish Executive whether it will detail the modelling methodology used to calculate the figure of 850 units per year expected to be sold under the extension of the right to buy.

 

S1W-3483 Fiona Hyslop: To ask the Scottish Executive whether it will detail representations it has received from housing association tenants seeking the right to buy.

 

S1W-3484 Fiona Hyslop: To ask the Scottish Executive what representations it has received from professional and representative organisations involved in the housing field on the extension of right to buy and which organisations have indicated support for that policy.

 

S1W-3485 Fiona Hyslop: To ask the Scottish Executive whether it will clarify its position with regard to the Cost Floor Rules (published by The Scottish Office Development Department in March 1999) with specific reference to clause 5 of that document on relevant costs, in relation to the ability of new landlords to recover costs prior to a property’s sale under right to buy legislation for work carried out prior to transfer.

 

S1W-3486 Fiona Hyslop: To ask the Scottish Executive what are the number of housing association units as a percentage of overall social housing units for rent in the following local authority areas: (a) Highland, (b) Moray, (c) Angus, (d) Aberdeenshire, (e) Eilean Siar, (f) Orkney Island, (g) Shetland Islands, (h) Scottish Borders and (i) Dumfries and Galloway.

 

S1W-3487 Fiona Hyslop: To ask the Scottish Executive what are the target dates for ballot amongst the seven councils on track for wholesale stock transfer.

 

S1W-3488 Mr Keith Harding: To ask the Scottish Executive how many jobs, if any, it estimates will be lost in local government as a result of the recently announced financial settlement for Scottish councils.

 

S1W-3489 Fergus Ewing: To ask the Scottish Executive whether it supports the aims of the steering group being headed by Scottish Enterprise to look into the possibilty of setting up freight ferry services between Scotland and the continent and what effect it would expect such a service to have on the Scottish economy as a whole.

 

S1W-3490 Fergus Ewing: To ask the Scottish Executive whether it will consult about amendment of the 100 metre rule as contained in Section 17 of the Abolition of Feudal Tenure Bill in order to ensure that the feudal title conditions are not simply preserved in most parts of rural Scotland by notice procedure.

 

S1W-3491 David Mundell: To ask the Scottish Executive whether an audit of the Dumfries and Galloway Structure Plan against national planning policy guidelines has been undertaken and, if so, what was the outcome, specifically in relation to the waste management and mineral sections.

 

S1W-3492 David Mundell: To ask the Scottish Executive what measures it will put in place to ensure that the waste management and minerals plans referred to in the Dumfries and Galloway Structure Plan will be completed as expeditiously as possible.

 

S1W-3493 David Mundell: To ask the Scottish Executive whether it considers it to be acceptable practice that a letter sent to the Minister for Justice by a member on 30 September 1999 on behalf of a constituent (Mr Peter Crouch) should remain unacknowledged on 21 December 1999.

 

S1W-3494 David Mundell: To ask the Scottish Executive what plans it has to investigate the scope for the further use of Alternative Dispute Resolution in the Scottish civil justice system.

 

S1W-3495 Fergus Ewing: To ask the Scottish Executive whether it considers itself bound by an undertaking made by a Scottish Office Minister in February 1999.

 

S1W-3496 Fergus Ewing: To ask the Scottish Executive whether it has sought and obtained legal advice about whether it is required to honour the assurances given by Lord Sewel in a letter to Jim Wallace MP on 18 February 1999 and, if so, whether it will place a copy of the advice in the Scottish Parliament Information Centre.

 

S1W-3497 Fergus Ewing: To ask the Scottish Executive what access it has to papers of the previous administration and whether that access differs from the practice followed when there is a change of administration of Her Majesty’s Government.

 

S1W-3498 Allan Wilson: To ask the Scottish Executive how many secondary schools, by local authority area, have applied for an award towards the appointment of a school sports co-ordinator and at what cost to sportscotland.
