Justice Committee

31st Meeting, 2010

The Committee will meet at 10.00 am in Committee Room 2

1. Subordinate legislation: The Committee will consider the following negative instrument—

the Criminal Legal Aid (Scotland) Amendment Regulations 2010 (SSI2010/377).

2. Double Jeopardy (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Patrick Layden QC, Commissioner, and Alastair Smith, Project Manager, Scottish Law Commission;

and then from—

Michelle Macleod, Head of Policy Division, Scott Pattison, Director of Operations, and Gertie Wallace, Head of Criminal Justice Policy, Crown Office and Procurator Fiscal Service.

3. Double Jeopardy (Scotland) Bill (in private): The Committee will consider the main themes arising from the oral evidence heard earlier in the meeting.

4. Long Leases (Scotland) Bill (in private): The Committee will consider a proposed approach to the scrutiny of the Bill at Stage 1.

5. Subordinate legislation (in private): The Committee will consider a draft report on two affirmative instruments considered at its meeting on 9 November 2010.

6. Damages (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting, on 23 November, it is expected that the Committee will begin to take evidence on the Draft Budget 2011-12 from the Association of Chief Police Officers in Scotland, the Association of Scottish Police Superintendents, the Scottish Police Federation, the Association of Directors of Social Work and Community Justice Authorities.

End of Life Assistance (Scotland) Bill Committee

3. International Engagement inquiry: The Committee will take evidence from—

Robin Naysmith, Scottish Government Counsellor, North America Division, Scottish Government;
Danny Cusick, Director, Trade and Investment, Americas, Scottish Development International.

4. Brussels Bulletin Special Edition: The Committee will consider a special edition of the Brussels Bulletin.

5. Brussels Bulletin: The Committee will consider the Brussels Bulletin.

6. Cross Border Health Directive: The Committee will consider an update paper.

7. Transposition Report from the Scottish Government: The Committee will consider an update from the Scottish Government.

8. International Engagement inquiry (in private): The Committee will consider the key points raised during the earlier evidence session.

9. Scottish Parliament European Strategy (in private): The Committee will consider an update paper and draft motion.

Proposed future business

At its next meeting, on 30 November, the Committee expects to consider oral evidence in relation to its scrutiny of the Scottish Government’s budget 2011-12.

1. Inquiry into preventative spending: The Committee will take evidence from—

2. Subordinate legislation: The Committee will consider the following negative instrument-The National Health Service (Superannuation Scheme, Pension Scheme, Injury Benefits and Additional Voluntary Contributions) (Scotland) Amendment (No. 2) Regulations 2010 (SSI2010/369).

5. Local Electoral Administration (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill at Stage 1.

6. Reservoirs (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill at Stage 1.

7. Children’s Hearings (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill after Stage 2.

Proposed future business

At its next meeting, on 23 November, it is expected that the Committee will consider Scottish statutory instruments.
