Education, Lifelong Learning and Culture Committee

The Committee will meet at 9.00 am in Committee Room 5

1. Further and higher education: The Committee will take evidence from—

Liam Burns, President, National Union of Students;

Linda McTavish, Principal of Anniesland College, Glasgow and Convenor of Scotland’s Colleges Principals’ Convention, Scotland’s Colleges;

Helen Martin, Assistant Secretary, Scottish Trades Union Congress;

Alastair Sim, Director, Universities Scotland.

2. Subordinate legislation: The Committee will take evidence on the draft Protection of Vulnerable Groups (Scotland) Act 2007 (Miscellaneous Provisions) Order 2010 (SSI2010/draft) and the Protection of Vulnerable Groups (Scotland) Act 2007 (Corresponding Disqualifications) Order 2010 (SSI2010/346) from—

Adam Ingram MSP, Minister for Children and Early Years, Andrew Mott, PVG Implementation Legislation Manager, PVG Implementation Team, and Michael Proctor, PVG Programme Manager, PVG Implementation Team, Scottish Government.

3. Subordinate legislation: Adam Ingram (Minister for Children and Early Years) to move S3M-7180— That the Educatin, Lifelong Learning and Culture Committee recommends that the Protection of Vulnerable Groups (Scotland) Act 2007 (Miscellaneous Provisions) Order 2010 (SSI2010/draft) be approved.

4. Subordinate legislation: The Committee will consider the following negative instrument—

the Protection of Vulnerable Groups (Scotland) Act 2007 (Corresponding Disqualifications) Order 2010 (SSI2010/346).

5. Children’s Hearings (Scotland) Bill: The Committee will consider the Bill at Stage 2 (Day 6).

Proposed future business

At its next meeting, on 3 November, the Committee will continue consideration of the Children’s Hearings (Scotland) Bill at Stage 2.

Health and Sport Committee

The Committee will meet at 9.30 am in Committee Room 6

1. Palliative Care (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

John Owens, Head of Health and Community Care (South West Glasgow), Glasgow City Council;

Max Barnett, Assistant Manager Community Care Resources, Shetland Islands Council;

and then from—

Lilian Lawson, Director, Scottish Council on Deafness;

and then from—

Dr Ross Cameron, Medical Director, NHS Borders;

Dr Marion Bain, Medical Director, NHS National Services Scotland;

Mark Hazelwood, Director, Scottish Partnership for Palliative Care.

2. Certification of Death (Scotland) Bill (in private): The Committee will consider its approach to the scrutiny of the Bill at Stage 1.

3. Patient Rights (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting, on 10 November, the Committee expects to conclude its oral evidence as part of its Stage 1 consideration of the Palliative Care (Scotland) Bill.

Public Audit Committee

The Committee will meet at 9.30 am in Committee Room 4

1. Section 23 report - Review of orthopaedic services (in private): The Committee will consider a draft report on the Auditor General for Scotland’s report entitled "Review of orthopaedic services".

Not before 10.00 am

2. Decision on taking business in private: The Committee will decide whether to take items 5 and 6 in private.

3. Section 23 report - The Gathering 2009: The Committee will take evidence on the Auditor General for Scotland’s report entitled "The Gathering 2009" from—

Councillor Jenny Dawe, Leader of the Council, Councillor Steve Cardownie, Deputy Leader of the Council, Tom Aitchison, Chief Executive, and Jim Inch, Director of Corporate Services, The City of Edinburgh Council.

4. Section 23 report - National concessionary travel: The Committee will receive a briefing from the Auditor General for Scotland on his report entitled "National concessionary travel".

5. Consideration of evidence - The Gathering 2009: The Committee will consider the evidence received at agenda item 3 and will consider a claim under the witness expenses scheme.

6. Consideration of approach - National concessionary travel: The Committee will consider its approach to the Auditor General for Scotland’s report entitled "National concessionary travel".

Proposed future business

At its next meeting, on 10 November, it is expected that the Committee will consider further briefings from the Auditor General for Scotland in relation to reports he has recently published.

Local Government and Communities Committee

The Committee will meet at 10.00 am in Committee Room 1

1. Draft Budget Scrutiny 2011-12: The Committee will take evidence from—

Alan Puckrin, Chief Financial Officer, Inverclyde Council;

Ian Lorimer, Head of Finance, Angus Council;

Lynn Brown, Executive Director of Financial Services, Glasgow City Council.

2. Draft Budget Scrutiny 2011-12 (in private): The Committee will consider the main themes arising from the evidence heard to date.

3. Property Factors (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting, on 10 November, the Committee will take oral evidence from the Scottish Public Services Ombudsman. The Committee will also take oral evidence on the Private Rented Housing (Scotland) Bill.

The Committee will meet at 10.00 am in Committee Room 2

The Plant Health (Scotland) Amendment (No.2) Order 2010 (SSI2010/342); and

The Animals and Animal Products (Import and Export) (Scotland) Amendment Regulations 2010 (SSI2010/343).

3. Wildlife and Natural Environment (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Roseanna Cunningham MSP, Minister for Environment, Kathryn Fergusson, Bill Manager, Wildlife Management Team, Natural Resources Division, Hugh Dignon, Head of Wildlife Management Team, Natural Resources Division, and Andrew Crawley, Solicitor, Food and Environment Division, Scottish Government.

4. Fisheries: The Committee will consider a draft letter to the Cabinet Secretary.

5. Wildlife and Natural Environment (Scotland) Bill (in private): The Committee will consider the evidence heard earlier in the meeting.

Proposed future business

At its next meeting, on 10 November, the Committee expects to consider a draft report on the Wildlife and Natural Environment (Scotland) Bill; and subordinate legislation on a super-affirmative instrument. The Committee are also likely to consider an approach paper for the Reservoirs (Scotland) Bill.
