Meetings of Committees

Justice Committee
29th Meeting, 2010

The Committee will meet at 10.00 am in Committee Room 1

1. Decision on taking business in private: The Committee will decide whether its consideration of a draft report on the Damages (Scotland) Bill and consideration of a draft report on the affirmative instruments being considered later in the meeting should be taken in private at future meetings.

2. Subordinate legislation: The Committee will take evidence on:

the draft Sexual Offences (Scotland) Act 2009 (Supplemental and Consequential Provisions) Order 2010;

the draft Legal Profession and Legal Aid (Scotland) Act 2007 (Membership of the Scottish Legal Complaints Commission) Amendment Order 2010;

the draft Bankruptcy (Certificate for Sequestration) (Scotland) Regulations 2010; and

the draft Protected Trust Deeds (Scotland) Amendment Regulations 2010

from—

Kenny MacAskill MSP, Cabinet Secretary for Justice;

Jill Clark, Legal Services, Patrick Down, Criminal Law and Licensing Division, and Kevin Gibson, Scottish Government Legal Directorate, Scottish Government; and

Sharon Bell, Head of Policy Development, Accountant in Bankruptcy.

3. Subordinate legislation: Kenny MacAskill MSP (Cabinet Secretary for Justice) to move the following motions—

S3M-7106— That the Justice Committee recommends that the Sexual Offences (Scotland) Act 2009 (Supplemental and Consequential Provisions) Order 2010 be approved;

S3M-7107— That the Justice Committee recommends that the Legal Profession and Legal Aid (Scotland) Act 2007 (Membership of the Scottish Legal Complaints Commission) Amendment Order 2010 be approved;

S3M-7151— That the Justice Committee recommends that the Bankruptcy (Certificate for Sequestration) (Scotland) Regulations 2010 be approved; and

S3M-7153— That the Justice Committee recommends that the Protected Trust Deeds (Scotland) Amendment Regulations 2010 be approved.

4. Domestic Abuse (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Colin Lancaster, Director of Policy and Development, and Catriona Whyte, Head of Legal Services - Civil, Scottish Legal Aid Board;

and then from—

Elizabeth Welsh, Chair, and Helen Hughes, Past Chair, Family Law Association;

and then from—

Carl Watt, Director, Stonewall Scotland.

5. Domestic Abuse (Scotland) Bill (in private): The Committee will consider the main themes arising from the oral evidence heard earlier in the meeting.

6. Damages (Scotland) Bill (in private): The Committee will continue consideration of the main themes arising from the evidence received, in order to inform the drafting of its Stage 1 report.

End of Life Assistance (Scotland) Bill Committee
11th Meeting, 2010

The Committee will meet at 10.30 am in Committee Room 4

1. End of Life Assistance (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

European and External Relations Committee
13th Meeting, 2010

The Committee will meet at 11.00 am in Committee Room 2

1. Decision on taking business in private: The Committee will decide whether to take items 6 and 7 in private.

2. Decision on taking business in private: The Committee will decide whether to receive a SPICe briefing on Scotland’s North American activities as the first agenda item at its next meeting in private.

3. International Engagement inquiry: The Committee will consider an interim research report received from—

Prof Michael Keating, Professor of Politics, University of Aberdeen.

4. Brussels Bulletin: The Committee will consider the latest edition of the Brussels Bulletin.

5. Scottish Parliament European Strategy (in private): The Committee will consider an update report.

6. International Engagement inquiry: The Committee will consider the key points raised during the earlier evidence session.

7. International Engagement inquiry: The Committee will consider a briefing on the Economy, Energy and Tourism Committee’s recent international trade inquiry.

2. Commissioner for Public Appointments in Scotland: The Committee will consider a report from the Commissioner for Public Appointments in Scotland.

3. Complaint: The Committee will undertake its intitial consideration of a report from the Scottish Parliamentary Standards Commissioner.

4. Review of Volume 2, Section 2 of the Code of Conduct (in private): The Committee will consider a draft report.

5. Volume 2, Section 7 of the Code of Conduct (in private): The Committee will consider a note by the Clerk.

6. Scrutiny of SPCB supported bodies (in private): The Committee will consider a note by the Clerk.

7. Commission on Scottish Devolution - Members’ interests: The Committee will consider a note by the Clerk.

5. Alcohol etc. (Scotland) Bill: The Committee will consider the supplementary delegated powers provisions in this Bill at Stage 3.

6. Domestic Abuse (Scotland) Bill: The Committee will consider the content of a draft report.

7. Sexual Offences Act 2003 (Remedial) Order 2010 (SSI 2010/370) The Committee will consider the procedure for consideration of the Order.
