Education, Lifelong Learning and Culture Committee
5 May 2010
13th Meeting, 2010

The Committee will meet at 10.00 am in Committee Room 5

1. Children’s Hearings (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Adam Ingram MSP, Minister for Children and Early Years, Denise Swanson, Senior Policy and Programme Manager, Children’s Hearings System Reforms Branch, and Laurence Sullivan, Senior Principal Legal Officer, Solicitors (Children, Education, Enterprise and Pensions) Branch, Scottish Government.

2. European Commission work programme: The Committee will consider a paper by the clerk.

Proposed future business

At its next meeting on 12 May, it is expected that the Committee will consider subordinate legislation under the Protection of Vulnerable Groups (Scotland) Act 2007 and Education (Additional Support for Learning) (Scotland) Act 2004.

Local Government and Communities Committee

The Committee will meet at 10.00 am in Committee Room 1

1. Child poverty in Scotland: The Committee will take evidence on the Scottish Government’s progress in tackling child poverty in Scotland from—

Nicola Sturgeon MSP, Cabinet Secretary for Health and Wellbeing, Samantha Coope, Head of Tackling Poverty Team, Jim Stephen, Head of Early Education and Childcare, Linda Sheridan, Head of Delivery, Fuel Poverty, and Julie Bilotti, Policy Manager, Employability Team, Scottish Government.

2. Overview of local government in Scotland 2009: The Committee will take evidence from—

John Baillie, Chair, Accounts Commission;
Caroline Gardner, Deputy Auditor General and Controller of Audit, and Gordon Smail, Portfolio Manager (Local Government), Audit Scotland.

3. Decision on taking business in private: The Committee will decide whether its consideration of a draft report to the Finance Committee on the Scottish Government’s Budget Strategy 2011-12 should be taken in private at future meetings.

Proposed future business

At its next meeting on 12 May, it is expected that the Committee will take oral evidence from the Minister for Housing and Communities on the Energy Assistance Package and oral evidence from voluntary sector grant providers, consider subordinate legislation and a draft report on the Scottish Government’s Budget Strategy 2011-12.

The Committee will meet at 11.00 am in Committee Room 2

1. Alcohol etc. (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Nicola Sturgeon MSP, Cabinet Secretary for Health and Wellbeing, Gary Cox, Head of Alcohol Licensing Team, Alison Douglas, Head of Alcohol Policy Team, Rachel Rayner, Senior Principal Legal Officer, and Marjorie Marshall, Economic Adviser, Scottish Government.

2. Alcohol etc. (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting on 12 May, it is expected that the Committee will take oral evidence from representatives of NHS boards on spending plans for the 2010-11 budget and consider, in priavte, a draft Stage 1 report on the Alcohol etc. (Scotland) Bill. The Committee expects to consider a revised draft Stage 1 report, in private, at subsequent meetings.
