Economy, Energy and Tourism Committee
7 October 2009

The Committee will meet at 9.30 am in Committee Room 1

1. Decision on taking business in private: The Committee will decide whether to take item 4 in private.

2. Draft Budget Scrutiny 2010-11: The Committee will take evidence on the Scottish Government’s Draft Budget 2010-11 from—

Philip Riddle, Chief Executive, VisitScotland.

3. Arbitration (Scotland) Bill: The Committee will consider the Bill at Stage 2.

4. The way forward for Scotland’s banking, building society and financial services sector inquiry: The Committee will consider written evidence received for this inquiry and agree a list of witnesses to invite to appear before the Committee.

Proposed future business

At its next meeting on 28 October, it is expected that the Committee will continue to take evidence on the Scottish Government’s Draft Budget 2010-11.

Rural Affairs and Environment Committee

24th Meeting, 2009

The Committee will meet at 9.30 am in Committee Room 3

1. Public Services Reform (Scotland) Bill (in private): The Committee will consider a draft report to the Finance Committee.

2. Draft Budget scrutiny 2010-11: The Committee will take evidence on the Scottish Government’s budget proposals 2010-11 from—

Richard Lochhead MSP, Cabinet Secretary for Rural Affairs and Environment, Paul Gray, Director General Environment, and Ross Scott, Finance Team Leader, Rural Affairs and Environment Portfolio, Scottish Government.

3. Draft Budget scrutiny 2010-11 (in private): The Committee will review the evidence heard earlier in the meeting.

4. Marine (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting on 28 October, it is expected that the Committee will take evidence in advance of the December European Union Fisheries Council; and consider a draft report to the Finance Committee on the Budget Process 2010-11.

1. Public Services Reform (Scotland) Bill (in private): The Committee will consider a draft report to the Finance Committee.

2. Budget Process 2010-11 (Stage 2): The Committee will take evidence on the Scottish Government’s Draft Budget 2010-11 from—

Jon Ford, Head of Health Policy and Economic Research, British Medical Association;
Theresa Fyffe, Director, Royal College of Nursing Scotland;
John Gallacher, Regional Organiser and Secretary, UNISON;

and then from—

3. Subordinate legislation: The Committee will take evidence on the draft Health Board Elections (Scotland) Regulations 2009 from—

Nicola Sturgeon MSP, Cabinet Secretary for Health and Wellbeing, Kathleen Preston, Solicitor, Solicitors Health and Community Care Division, Legal Directorate, and Robert Kirkwood, Business Planning Executive, Scottish Government.

4. Subordinate legislation: Nicola Sturgeon MSP (Cabinet Secretary for Health and Wellbeing) to move S3M-4820—

That the Health and Sport Committee recommends that the draft Health Board Elections (Scotland) Regulations 2009 be approved.

5. Subordinate legislation: The Committee will consider the following negative instrument—

the National Health Service (Discipline Committees) (Scotland) Amendment Regulations 2009 (SSI 2009/308).

Proposed future business

At its next meeting on 28 October, it is expected that the Committee will take oral evidence from the Cabinet Secretary for Health and Wellbeing on the Scottish Government’s Draft Budget 2010-11 and consider subordinate legislation on the Food Labelling (Nutrition Information) (Scotland) Regulations 2009 (SSI 2009/328).

The Committee expects to take supplementary evidence on the Tobacco and Primary Medical Services (Scotland) Bill at subsequent meetings.

1. Subordinate legislation: The Committee will take evidence on the draft Teaching Council (Scotland) Act 1965 Modification Order 2009 from—

That the Education, Lifelong Learning and Culture Committee recommends that the draft Teaching Council (Scotland) Act 1965 Modification Order 2009 be approved.

the Registration Services (Prescription of Forms) (Scotland) Regulations 2009 (SSI 2009/314).

5. Home Owner and Debtor Protection (Scotland) Bill: The Committee will consider its approach to the scrutiny of the Bill at Stage 1.

6. Draft Budget Scrutiny 2010-11 (in private): The Committee will consider the evidence heard.

Proposed future business

At its next meeting on 28 October, it is expected that the Committee will consider subordinate legislation; take oral evidence on the Home Owner and Debtor Protection (Scotland) Bill; consider a draft report on the 2010-11 budget and take oral evidence on a Legislative Consent Memorandum on the Child Poverty Bill, LCM(S3) 22.1, from the Cabinet Secretary for Health and Wellbeing.

2. Section 23 report - Overview of mental health services: The Committee will take evidence on the Auditor General for Scotland’s report entitled "Overview of mental health services" in round table format from—

3. First ScotRail passenger rail franchise: The Committee will consider any outstanding issues in relation to its report entitled "The First ScotRail passenger rail franchise".

4. Consideration of evidence The Committee will consider the evidence received at agenda item 2.

Proposed future business

At its next meeting on 4 November, it is expected that the Committee will consider further briefings from the Auditor General for Scotland in relation to reports he has recently published.
