Economy, Energy and Tourism Committee

1. Draft Budget Scrutiny 2010-11: The Committee will take evidence on the Scottish Government’s Draft Budget 2010-11 from—

Dr Peter Hughes, Chief Executive, Scottish Engineering;
Peter Taylor, Chairman, The Town House Collection and Scottish Tourism Forum Board Member;
Bill Jamieson, Executive Editor, The Scotsman Publications Ltd;
Alf Young, Economic Commentator & Chair of Riverside Inverclyde.

2. The way forward for Scotland’s banking, building society and financial services sector inquiry: The Committee will take evidence from—

Robert Peston, BBC Business Editor, BBC.

3. Arbitration (Scotland) Bill: The Committee will consider its approach to the scrutiny of the Bill at Stage 2.

Proposed future business

At its next meeting on 7 October, it is expected that the Committee will continue to take oral evidence on the Scottish Government’s Draft Budget 2010-2011. The Committee also expects to complete Stage 2 of the Arbitration (Scotland) Bill.

Education, Lifelong Learning and Culture Committee

The Committee will meet at 10.00 am in Committee Room 5

1. Schools (Consultation) (Scotland) Bill: The Committee will consider the Bill at Stage 2.

2. Subordinate legislation: The Committee will consider the following negative instruments—

the Children’s Hearings (Scotland) Amendment Rules 2009 (SSI 2009/307)
the Education (Fees, Awards and Student Support) (Miscellaneous Amendments) (Scotland) Regulations 2009 (SSI 2009/309).

3. Public Services Reform (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting on 7 October, it is expected that the Committee will consider a draft report on the Public Services Reform (Scotland) Bill.

1. Draft Budget Scrutiny 2010-11: The Committee will take evidence on the Scottish Government’s Draft Budget 2010-11 from—

1. Decision on taking business in private: The Committee will decide whether to take item 3 in private, and whether to take future reviews of evidence and consideration of draft reports on the Budget Process 2010-11 in private.

2. Draft Budget scrutiny 2010-11: The Committee will take evidence on the Scottish Government’s budget proposals 2010-11 from—

Maggie Gill, Rural and Environment Research and Analysis Director, Paul Gray, Director General Environment, John Mason, Environmental Quality Director, Mike Neilson, Marine Director, David Reid, Deputy Director, Finance Directorate, Peter Russell, Rural Director, and Gill Tucker, Head of Common Agricultural Policy Payments, Rural Payments and Inspections Directorate, Scottish Government;
Bob McIntosh, Director, Forestry Commission Scotland.

3. Draft Budget scrutiny 2010-11: The Committee will review the evidence heard earlier in the meeting.

4. Marine (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

5. Public Services Reform (Scotland) Bill (in private): The Committee will consider a draft report to the Finance Committee.

Proposed future business

At its next meeting on 7 October, it is expected that the Committee will take evidence on the budget process 2010-11 from the Cabinet Secretary for Rural Affairs and the Environment; consider a draft Stage 1 report on the Marine (Scotland) Bill; and also consider a draft report to the Finance Committee on the Public Services Reform (Scotland) Bill.

1. Subordinate legislation: The Committee will take evidence on the draft Health Board Elections (Scotland) Regulations 2009 from—

2. Subordinate legislation: Nicola Sturgeon MSP (Cabinet Secretary for Health and Wellbeing) to move S3M-4820—

that the Health and Sport Committee recommends that the draft Health Board Elections (Scotland) Regulations 2009 be approved.

3. Subordinate legislation: The Committee will consider the following negative instrument—

the Health Boards (Membership) (Scotland) Regulations 2009 (SSI 2009/302).

4. Draft Budget Scrutiny 2010-11: The Committee will take evidence on the Scottish Government’s Draft Budget 2010-11 from—

Kevin Woods, Director-General Health and Chief Executive NHS Scotland, John Matheson, Director of Health Finance, and Liz Hunter, Director of Equalities, Social Inclusion and Sport, Scottish Government;

and then from—

James Barbour, Chief Executive, Susan Goldsmith, Director of Finance, and Jackie Sansbury, Director of Strategy Planning, NHS Lothian.

At its next meeting on 7 October, the Committee expects to continue to take evidence on its scrutiny of the Scottish Government’s draft 2010/11 budget.
