Rural Affairs and Environment Committee

The Committee will meet at 1.15 pm in Kirkcudbright Town Hall

1. Decision on taking business in private: The Committee will decide whether to take items 6 and 7 in private.

2. Subordinate legislation: The Committee will consider the following negative instrument—

the Radioactive Contaminated Land (Scotland) Amendment Regulations 2009 (SSI 2009/202).

3. Marine (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Brian Irving, Manager, Solway Coast Area of Outstanding Natural Beauty, Gordon Mann, Chairman, and Pam Taylor, Project Manager, Solway Firth Partnership;

and then from—

Ron Bailey, Harbour Master, Clydeport Operations Ltd., and David Whitehead, Director, British Ports Association;

4. Pig industry (in private): The Committee will consider a draft report.

5. Marine (Scotland) Bill (in private): The Committee will consider a paper on the selection of witnesses for future meetings.

6. Public Services Reform (Scotland) Bill: The Committee will consider its approach to the scrutiny of the Bill at Stage 1 including the selection of witnesses.

7. Work programme: The Committee will consider its work programme.

Proposed future business

At its next meeting on 2 September, it is expected that the Committee will take evidence on the Marine (Scotland) Bill.

The Committee will meet at 9.00 am in Committee Room 1

1. Criminal Justice and Licensing (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

George Burgess, Criminal Law and Licensing Division, Wilma Dickson, Community Justice Services Division, Rachel Rayner, Scottish Government Legal Directorate, Rachael Weir, Criminal Procedure Division, and Denise McKay, Scottish Government Legal Directorate, Scottish Government.

2. Subordinate legislation: The Committee will take evidence on the Debt Arrangement Scheme (Scotland) Amendment Regulations 2009 (SSI 2009/234) from—

Vida Gow, Money Advice Co-ordinator, Citizens Advice Scotland;

and then from—

Fergus Ewing MSP, Minister for Community Safety;

3. Subordinate legislation: Robert Brown MSP to move S3M-4434—

That the Justice Committee recommends that nothing further be done under the Debt Arrangement Scheme (Scotland) Amendment Regulations 2009 (SSI 2009/234).

4. Subordinate legislation: The Committee will consider the following negative instrument—

the Civil Legal Aid (Scotland) (Fees) Amendment Regulations 2009 (SSI 2009/203).

5. Budget process 2010-11 – appointment of adviser (in private): The Committee will consider a list of candidates for the post of adviser for its scrutiny of the Scottish Government’s draft budget 2010-11.

6. Criminal Justice and Licensing (Scotland) Bill (in private): The Committee will consider the main themes arising from the evidence sessions, in order to inform the drafting of its report.

Proposed future business

At its next meeting on 1 September, it is expected that the Committee will complete its oral evidence taking on the Criminal Justice and Licensing (Scotland) Bill and consider items of subordinate legislation. Education, Lifelong Learning and Culture Committee

The Committee will meet at 10.00 am in Committee Room 5

1. Decision on taking business in private: The Committee will decide whether to consider its approach to the Public Services Reform (Scotland) Bill in private at item 5 and at future meetings.

2. Scotland’s Commissioner for Children and Young People: The Committee will take evidence on the Commissioner’s annual report for 2008-09 and priorities for 2009-10 from—

Tam Baillie, Scotland’s Commissioner for Children and Young People.

3. Subordinate legislation: The Committee will consider the following negative instrument—

The University of the West of Scotland Order of Council 2009 (SSI 2009/194).

4. PE1022: The Committee will consider a Petition by Dr Murray Hill calling on the Scottish Parliament to debate the urgent need to make a step-change in strategy and vigorously promote foreign language learning and intercultural awareness in Scotland’s schools, colleges and universities.

5. Public Services Reform (Scotland) Bill: The Committee will consider its approach to the scrutiny of the Bill at Stage 1.

The Committee will meet at 12.00 pm in Committee Room 6

1. Decision on taking business in private: The Committee will decide whether its consideration of a draft report on female offenders in the criminal justice system at future meetings should be taken in private.

2. Female offenders in the criminal justice system inquiry: The Committee will take evidence from—

Kenny MacAskill MSP, Cabinet Secretary for Justice, Tom Fox, Head of Communications, Scottish Prison Service, and Sharon Grant, Head of Branch 2, Community Justice Services Division, Scottish Government.

3. Female offenders in the criminal justice system inquiry (in private): The Committee will review the evidence heard earlier in the meeting.

4. Budget process 2010-11 - appointment of adviser (in private): The Committee will consider a list of candidates for the post of budget adviser.

At its next meeting on 8 September, it is expected that the Committee will consider a draft report on its inquiry into female offenders in the criminal justice system.
