Justice Committee

1st Meeting, 2009

The Committee will meet at 10.15 am in Committee Room 1

1. Offences (Aggravation by Prejudice) (Scotland) Bill (in private): The Committee will receive a background briefing on the Bill.

2. Sexual Offences (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting on 13 January, it is expected that the Committee will take evidence on the Offences (Aggravation by Prejudice) (Scotland) Bill. It is also expected that the Committee will further consider its draft report on the Sexual Offences (Scotland) Bill.

Transport, Infrastructure and Climate Change Committee

The Committee will meet at 2.00 pm in Committee Room 1

1. National Planning Framework 2: The Committee will take evidence from—

Dr Iain Docherty, Senior Lecturer, Department of Management, University of Glasgow;

Professor David Gray, Centre for Transport Policy, The Robert Gordon University;

Dr Scott Arthur, Senior Lecturer, School of the Built Environment, Heriot-Watt University;

Phil Matthews, Senior Policy Advisor, Sustainable Development Commission Scotland.

Proposed future business

At its next meeting on 13 January, it is expected that the Committee will continue to take evidence on the National Planning Framework 2. For further details, contact the Clerk to the Committee, whose details are provided at the end of the Bulletin.

The Committee will meet at 2.15 pm in Committee Room 4

1. Draft instruments subject to approval: The Committee will consider the following—

the Prohibited Procedures on Protected Animals (Exemptions) (Scotland) Amendment Regulations 2009 (SSI 2008/draft);

the International Organisations (Immunities and Privileges) (Scotland) Order 2009 (SSI 2008/draft);

the Further and Higher Education (Scotland) Act 1992 Modification Order 2009 (SSI 2008/draft).

2. Instruments subject to annulment: The Committee will consider the following—

the Law Applicable to Non-Contractual Obligations (Scotland) Regulations 2008 (SSI 2008/404);

the Pollution Prevention and Control (Scotland) Amendment Regulations 2008 (SSI 2008/410);

the Local Government (Allowances and Expenses) (Scotland) Amendment Regulations 2008 (SSI 2008/414);

the Assistance by Way of Representation (District Court Financial Limit) (Scotland) Order 2008 (SSI 2008/416).

3. Instruments not laid before the Parliament: The Committee will consider the following—

Act of Sederunt (Rules of the Court of Session Amendment No.6) (Counter-Terrrorism Act 2008) 2008 (SSI 2008/401);

the Planning etc. (Scotland) Act 2006 (Commencement No. 5) Order 2008 (SSI 2008/411).

Proposed future business

At its next meeting on 13 January, it is expected that the Committee will consider Scottish statutory instruments and other documents subject to parliamentary procedure.

Rural Affairs and Environment Committee
7 January 2009
1st Meeting, 2009

The Committee will meet at 10.00 am in Committee Room 1

1. Decision on taking business in private: The Committee will decide whether to take item 3 in private. The Committee will also decide whether to take future reviews of evidence on the Climate Change (Scotland) Bill and consideration of the draft report in private.

2. Subordinate legislation: The Committee will consider the following negative instruments—

the Zoonoses and Animal By-Products (Fees) (Scotland) Amendment Regulations 2008 (SSI 2008/378);

the Action Programme for Nitrate Vulnerable Zones (Scotland) Amendment Regulations 2008 (SSI 2008/394);

the Eggs and Chicks (Scotland) (No.2) Regulations 2008 (SSI 2008/395).

3. Climate Change (Scotland) Bill: The Committee will consider a paper on possible witnesses for future meetings.

4. Flood Risk Management (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting on 14 January, it is expected that the Committee will consider a draft report on the Flood Risk Management (Scotland) Bill and a draft report on its rural housing inquiry.

The Committee expects to take evidence on the Climate Change (Scotland) Bill at subsequent meetings.
