European and External Relations Committee
11th Meeting, 2008

The Committee will meet at 10.00 am in Committee Room 2

1. Declaration of interests: Patricia Ferguson MSP will be invited to declare any relevant interests.

2. Inquiry into international development: The Committee will take evidence from—

Linda Fabiani MSP, Minister for Europe, External Affairs and Culture.

3. Inquiry into the Services Directive: The Committee will take evidence from—

Almira Delibegovic-Broome, Advocate, and Michael Howlin, Advocate, Faculty of Advocates;

Sarah Fleming, Head of International Relations, and James McLean, Member, Services Directive Working Group, Law Society of Scotland;

and then from—

Karen Wright, Manager: Government and European Relations, Scottish Natural Heritage;

Matt Ogston, Head of Information and Peter Campbell, Strategic Planning Legal Adviser, SEPA.

4. Brussels Bulletin: The Committee will consider the Brussels Bulletin.

Justice Committee
13th Meeting, 2008

The Committee will meet at 10.15 am in Committee Room 1

1. Subordinate legislation: The Committee will take evidence on the draft Advice and Assistance (Limits, Conditions and Representation) (Scotland) Regulations 2008 (SSI 2008/draft) from—

Kenny MacAskill MSP, Cabinet Secretary for Justice;

Chris Graham, Team Leader, Access to Justice, Scottish Government.

2. Subordinate legislation: Kenny MacAskill MSP (Cabinet Secretary for Justice) to move S3M-1797—

That the Justice Committee recommends that the draft Advice and Assistance (Limits, Conditions and Representation) (Scotland) Regulations 2008 be approved.

3. Subordinate legislation: The Committee will consider the following negative instrument—

the Justice of the Peace Courts (Sheriffdom of Grampian, Highland and Islands) Amendment Order 2008 (SSI 2008/179).

4. Inquiry into community policing: The Committee will take evidence from—

Paddy Tomkins, Her Majesty’s Chief Inspector of Constabulary for Scotland, Malcolm Dickson, Assistant Inspector of Constabulary for Scotland, and George Denholm, Staff Officer, Her Majesty’s Inspectorate of Constabulary for Scotland;

and then from—

William Campbell, Chairman, and James Carr Watson, Treasurer, Association of Scottish Neighbourhood Watches;

Professor Norman Bonney, Vice-President, Association of Scottish Community Councils.

5. Inquiry into community policing - witness expenses: The Committee will be invited to delegate to the Convener responsibility for arranging for the SPCB to pay, under Rule 12.4.3, any expenses of witnesses in the inquiry.

Finance Committee
15th Meeting, 2008

The Committee will meet at 2.00 pm in Committee Room 4

1. Inquiry into the methods of funding capital investment projects: The Committee will take evidence from—

John Swinney MSP, Cabinet Secretary for Finance and Sustainable Growth, Dr Andrew Goudie, Chief Economic Adviser and Director General Economy, and Sandy Rosie, Director of the Financial Partnerships Unit, Scottish Government.

2. Decision on taking business in private: The Committee will decide whether to take item 4 in private.

3. Creative Scotland Bill: The Committee will consider its approach to further scrutiny of the financial implications of the Creative Scotland Bill.

4. Review of the Budget Process: The Committee will consider a discussion paper from its Budget Adviser.

5. Inquiry into the methods of funding capital investment projects (in private): The Committee will consider the evidence heard to date, in order to inform the drafting of its report.

10th Meeting, 2008

The Committee will meet at 2.00 pm in Committee Room 2

2. Consideration of new petitions: The Committee will give consideration to the following new petitions—

Annmargaret Watson will make a brief statement to the Committee in support of her petition accompanied by Councillor Peter Johnston and John Duffy, Fire Brigade Union.

PE1151 Review of screening for hypertrophic cardiomyopathy and heart conditions

Wilma Gunn will make a brief statement to the Committee in support of her petition accompanied by Graeme McIver and Professor Stewart Hills.

Robert Kyle will make a brief statement to the Committee in support of his petition.

6. Annual report: The Committee will consider a draft annual report for the Parliamentary year from 9 May 2007 to 8 May 2008.

Transport, Infrastructure and Climate Change Committee
11th Meeting, 2008

The Committee will meet at 2.00 pm in Committee Room 1

1. Budget process 2009-2010 - appointment of adviser: The Committee will consider whether to seek approval for the appointment of a budget adviser.

2. Petitions: The Committee will consider the following petitions—

PE894 on the provision of rail services between Inverness, Thurso and Wick;

PE1035 on the on the Dunoon to Gourock ferry service.

3. Work programme: The Committee will consider its work programme.

4. Annual report: The Committee will consider a draft annual report for the Parliamentary year from 9 May 2007 to 8 May 2008.

Subordinate Legislation Committee

The Committee will meet at 2.15 pm in Committee Room 6

1. Scottish Government response: The Committee will consider the Scottish Government’s response in relation to the following—

the Food Labelling (Declaration of Allergens) (Scotland) Regulations 2008 (SSI 2008/180).

2. Draft instruments subject to approval: The Committee will consider the following––

the Crime (International Co-operation) Act 2003 (Designation of Participating Countries) (Scotland) Order 2008 (SSI 2008/draft);

the Charity Test (Specified Bodies) (Scotland) Order 2008 (SSI 2008/draft);

the Human Tissue (Scotland) Act 2006 (Consequential Amendment) Order 2008 (SSI 2008/draft); and
