S2W-30510 Ms Wendy Alexander: To ask the Scottish Executive what steps it is taking to promote the performance of its agencies in obtaining employment monitoring data in line with their duties under the Race Relations Act 1976.

S2W-30519 Brian Adam: To ask the Scottish Executive, further to the answer to question S2W-23043 by Mr Tom McCabe on 2 March 2006, in which European Council meetings its ministers have led the UK delegation during 2006, broken down by (a) minister, (b) subject discussed and (c) decisions taken.

S2W-30520 Mr Jim Wallace: To ask the Scottish Executive what the average weekly gross charge for care home residents is in the current financial year, also shown for each local authority.

S2W-30521 Sarah Boyack: To ask the Scottish Executive, further to the answer to question S2W-30040 by Rhona Brankin on 4 December 2006, what directions it has given to the Advisory Committee on Sites of Special Scientific Interest under section 21(5) of the Nature Conservation (Scotland) Act 2004 or section 12(4) of the Natural Heritage (Scotland) Act 1991.

S2W-30523 Carolyn Leckie: To ask the Scottish Executive whether it will list all consortia and component companies that have been awarded PFI contracts.

S2W-30524 Carolyn Leckie: To ask the Scottish Executive what criteria will be used to select patients for treatment at Stracathro Hospital and how the criteria will differ from those for patients treated by the NHS.

S2W-30525 Carolyn Leckie: To ask the Scottish Executive whether patients treated at Stracathro Hospital will be included in the Scottish Audit of Surgical Mortality.

S2W-30526 Carolyn Leckie: To ask the Scottish Executive what the composition of the workforce of Stracathro Hospital will be, detailing (a) who the employers will be, (b) what the professional background of the employees will be, (c) what the contractual status of the employees will be, (d) what the total size of the workforce will be and (e) what percentage of the workforce will be (i) employed on permanent contracts and (ii) agency staff, broken down by speciality.

S2W-30527 Carolyn Leckie: To ask the Scottish Executive what updated information it has in respect of the facilities which will be available at Monklands Hospital compared with those promised during the consultation on "A Picture of Health".

S2W-30528 Carolyn Leckie: To ask the Scottish Executive what a patient journey in the NHS will consist of for people suffering from a transient ischaemic attack.

S2W-30529 Carolyn Leckie: To ask the Scottish Executive at what point, and by whom, a diagnosis of transient ischaemic attack will be made and the patient referred to a minor injuries unit.

S2W-30530 Carolyn Leckie: To ask the Scottish Executive what the total value of all NHS land sales has been in each year since 1999, also broken down by sale.

S2W-30531 Linda Fabiani: To ask the Scottish Executive when it is acceptable for a local authority to proactively seek information from tenants in relation to their particular tenancies, in light of the terms of the Executive’s guidance notes for local authorities on private landlord registration and the Data Protection Act 1998.

S2W-30535 Stewart Stevenson: To ask the Scottish Executive what the main causes of death were for (a) men and (b) women in each parliamentary constituency in each year since 1999.

S2W-30536 Stewart Stevenson: To ask the Scottish Executive what the (a) diagnosis and (b) mortality rate was for (i) chronic lung disease, (ii) coronary heart disease and (iii) cancer in each year since 1999, broken down by parliamentary constituency.

S2W-30538 Stewart Stevenson: To ask the Scottish Executive what (a) public private partnerships and (b) private finance initiative contracts have been entered into by the Executive; what assets were transferred to the private sector as part of each deal and what the value of these assets was; what the total cost is of each contract, and what estimate was made of what the cost would have been to the Executive of traditional procurement over the life of each contract.

S2W-30539 Stewart Stevenson: To ask the Scottish Executive what estimate it has made of the number of newly qualified (a) secondary and (b) primary school teachers who had not taken up full-time teaching posts one year after qualification in each of the last five years, broken down by local authority.

S2W-30540 Roseanna Cunningham: To ask the Scottish Executive when the Wildlife and Habitats Crime Prosecution Forum was set up; what its membership is; how often has it met, and what action it has taken to increase links between legislators, enforcers and prosecutors.

S2W-30541 Roseanna Cunningham: To ask the Scottish Executive what training and support is given to prosecutors by the Wildlife and Habitats Crime Prosecution and Forum.

S2W-30542 Mr Mark Ruskell: To ask the Scottish Executive whether it will offer guidance to the public and to enforcement agencies as to what constitutes the "vicinity" of a fishing net or tackle in which a fisherman may shoot a grey seal or a common seal during the close season for the species under section 9 of the Conservation of Seals Act 1970.

S2W-30543 Mr Mark Ruskell: To ask the Scottish Executive, in light of recent seal killings in Orkney and the Arbroath area and criticism of, and the limited number of prosecutions under, the Conservation of Seals Act 1970, whether it will undertake a review of the legislation with a view to improving protection of seals.

S2W-30544 Ms Sandra White: To ask the Scottish Executive what representations it is making to Glasgow City Council regarding the administration of the Chirnsyde Community Initiative.

S2W-30545 Ms Sandra White: To ask the Scottish Executive what powers it has to investigate allegations of malpractice in the administration of local authority community groups.

S2W-30546 Ms Sandra White: To ask the Scottish Executive what knowledge it has of any allegations made about the Chirnsyde Community Initiative over the last five years.

S2W-30547 Ms Sandra White: To ask the Scottish Executive what meetings it has had with representatives of Glasgow City Council and other organisations involved in the Chirnsyde Community Initiative.

S2W-30548 Ms Sandra White: To ask the Scottish Executive, in light of the recent closure of Chirnsyde Community Initiative, what action it will take in conjunction with appropriate bodies to ensure that replacement facilities for this area are provided as soon as possible.

S2W-30549 Ms Sandra White: To ask the Scottish Executive what safeguards it is considering implementing to ensure that criminal organisations are unable to run publicly funded initiatives and thus receive large amounts of public monies.

S2W-30554 Ms Sandra White: To ask the Scottish Executive what steps will be taken to investigate the situation surrounding the closure of the Chirnsyde Community Initiative given that Glasgow City Council closed the centre in December 2006 without any official explanation.

S2W-30558 Tommy Sheridan: To ask the Scottish Executive what annual payments are to be made to the Edinburgh Royal Infirmary PFI consortium over the contract term and how these changed as a result of the refinancing

S2W-30559 Tommy Sheridan: To ask the Scottish Executive what percentage of NHS Lothian’s income the annual charge arising from the Edinburgh Royal Infirmary PFI project represent, and how that has changed as a result of the refinancing.

S2W-30560 Tommy Sheridan: To ask the Scottish Executive how refinancing has changed the net present value and cash value of the cash-flow to Edinburgh Royal Infirmary PFI project consortium shareholders over the contract term.

S2W-30561 Tommy Sheridan: To ask the Scottish Executive what the (a) percentage capital growth and (b) total capital gain has been on investors’ investment in the Edinburgh Royal Infirmary PFI project.

S2W-30562 Tommy Sheridan: To ask the Scottish Executive how refinancing has changed the base internal rate of return to the Edinburgh Royal Infirmary PFI consortium.

S2W-30563 Tommy Sheridan: To ask the Scottish Executive what the net present value and cash value gains of the refinancing of the Edinburgh Royal Infirmary PFI project are to (a) the private sector and (b) NHS Lothian and, in respect of NHS Lothian, whether it will detail the form in which these gains have been made, such as reductions in annual payments or reduced parking charges.

S2W-30564 Tommy Sheridan: To ask the Scottish Executive whether any of the refinancing gain arising from the refinancing of the Edinburgh Royal Infirmary PFI project has been retained by the private sector to compensate for a lower rate of return than that expected at bidding stage.

S2W-30565 Tommy Sheridan: To ask the Scottish Executive whether the refinancing of the Edinburgh Royal Infirmary PFI project has changed the contract length from financial close and, if so, what the change has been.

S2W-30566 Tommy Sheridan: To ask the Scottish Executive whether the refinancing of the Edinburgh Royal Infirmary PFI project resulted in any change in risk allocation and termination liabilities and, if so, how the additional risks have been priced.

S2W-30567 Eleanor Scott: To ask the Scottish Executive whether it is satisfied that the Department of Trade and Industry’s Appropriate Assessment of the 24th Oil and Gas Licensing Round will ensure that oil licensing adjacent to the Moray Firth Special Area of Conservation will not be in breach of the EU Habitats Directive and what representations it has made on the matter.

S2W-30568 Ms Rosemary Byrne: To ask the Scottish Executive which drug and alcohol action teams have caps on the level of methadone treatment offered.

S2W-30569 Ms Rosemary Byrne: To ask the Scottish Executive, further to the answer to question S2W-29157 by Peter Peacock on 14 November 2006, what specific support and expert advice is offered to schools on securing sustained improvement; whether schools and education authorities have the flexibility to internally divert all resources allocated to them; from which school departments can resources can be internally diverted; what the impact of internal diversion is on other areas, and what further external resources are available to secure sustained improvement.

S2W-30570 Marlyn Glen: To ask the Scottish Executive which local child protection committees have developed specific protocols related to the 2003 guidelines on vulnerable children and young people.

S2W-30571 Jim Mather: To ask the Scottish Executive, using both claimant count and labour force survey information, which 10 areas of Scotland had the highest unemployment rates in 2003 and what the rate (a) was in 2003 and (b) is currently in each of those areas; which 10 areas of Scotland in the most recent survey have the highest unemployment rates, and what the rates are for each of these areas.

S2W-30572 Jim Mather: To ask the Scottish Executive how many people aged (a) from 16 to 24 and (b) 25 and over are currently participating in the modern apprenticeship scheme and how many places will be available on modern apprenticeship schemes in 2007.
