Procedures Committee
16th Meeting, 2005

The Committee will meet at 10.15 am in Committee Room 1

1. Review of Parliamentary Time: Committee members who took part in the recent visit to the Norwegian Parliament and the videoconference with officials of the New Zealand Parliament will report back to the Committee.

2. Work programme: The Committee will consider its priorities for the early months of 2006.

3. Procedural Guidance: The Committee will consider revisions to the Guidance on Private Bills.

4. Private Bill Committee assessors (in private): The Committee will consider a revised draft report and standing order changes.

5. Procedures relating to Crown appointees (in private): The Committee will consider a revised draft report and standing order changes.

36th Meeting, 2005

The Committee will meet at 10.30 am in Committee Room 4

1. Item in private: The Committee will consider whether to take agenda item 8 in private.

2. Delegated powers scrutiny: The Committee will consider the delegated powers provisions in the following bill—

Animal Health and Welfare (Scotland) Bill at Stage 1.

3. Executive responses: The Committee will consider responses from the Executive to points raised on the following—

the Criminal Justice (International Co-operation) Act 1990 (Enforcement of Overseas Forfeiture Orders) (Scotland) Order 2005, (SSI 2005/581);

the Adults with Incapacity (Management of Residents’ Finances) (Scotland) Regulations 2005, (SSI 2005/610);

the Plant Health (Scotland) Order 2005, (SSI 2005/613);

the Official Feed and Food Controls (Scotland) Regulations 2005, (SSI 2005/616);

the Rural Stewardship Scheme (Scotland) Amendment Regulations 2005, (SSI 2005/620); and

4. Proposed subordinate legislation: The Committee will consider the following—

the Student Fees (Specification) Order 2006.

5. Draft instruments subject to approval: The Committee will consider the following—

the Budget (Scotland) Act 2005 Amendment Order 2006, (SSI 2006/draft); and

the Police Act 1997 Amendment (Scotland) Order 2006, (SSI 2006/draft).

6. Instruments subject to annulment: The Committee will consider the following—

the Adults with Incapacity (Supervision of Welfare Guardians etc. by Local Authorities) (Scotland) Amendment Regulations 2005, (SSI 2005/630);

the Adults with Incapacity (Countersignatories for Application for Authority to Intromit) (Scotland) Amendment Regulations 2005, (SSI 2005/631);

the Fossil Fuel Levy (Scotland) Amendment Regulations 2005, (SSI 2005/641);

the Products of Animal Origin (Third World Imports) (Scotland) Amendment (No.2) Regulations 2005, (SSI 2005/645);

the Avian Influenza (Preventive Measures) (Scotland) Amendment Regulations 2005, (SSI 2005/646); and

7. Instruments not laid before the Parliament: The Committee will consider the following—

Act of Sederunt (Rules of the Court of Session Amendment No.9) (Civil Partnership Act 2004) 2005, (SSI 2005/632); and

Act of Sederunt (Ordinary Cause Rules) Amendment (Civil Partnership Act 2004) 2005, (SSI 2005/638).

8. Inquiry into the regulatory framework in Scotland: The Committee will consider a draft report.

European and External Relations Committee
19th Meeting, 2005

The Committee will meet at 2.00 pm in Committee Room 1

1. Proposals for a European Institute for Technology (EIT): The Committee will take evidence from—

Allan Wilson MSP, Deputy Minister for Enterprise and Lifelong Learning, Scottish Executive; and

Dr Andy Bishop, Head of Science and Higher Education Research Branch, Scottish Executive.

2. The implementation of Structural Funds programmes in Scotland: The Committee will take evidence from—

Allan Wilson MSP, Deputy Minister for Enterprise and Lifelong Learning, Scottish Executive; and

Philip Raines, Head of the Cohesion and Coordination Team, Scottish Executive.

The Committee will then consider how it might wish to proceed with this issue.

3. The European Commission’s Work Programme 2006 - Tracking issues identified by the Committee: As part of its watching brief on the European Commission’s Work Programme for 2006, the Committee will consider an update paper.

4. Pre- and post-EU Council scrutiny: The Committee will discuss the agendas and information received from the Scottish Executive on the following meetings of the Council of the EU—

Agriculture and Fisheries Council, 22-24 November
ECOFIN, 24 November

5. Sift of EC/EU documents and draft legislation: The Committee will consider the latest list of EC/EU documents and draft legislative proposals received for this meeting.

6. Convener’s Report: The Convener will update the Committee on the—

Response from the Scottish Executive regarding points raised under the Pre- and Post-Council scrutiny item;

The position regarding the Committee of the Regions’ subsidiarity test project;

Latest position regarding the Committee’s involvement in ‘Plan D’ and other related initiatives;

Proposed changes to the way the Scottish Executive reports to the Committee; and

Report from consultants to the Scottish Executive on the economic impact of the G8 summit on Scotland.

Health Committee
32nd Meeting, 2005

The Committee will meet at 2.00 pm in Committee Room 2

1. Subordinate legislation: Lewis Macdonald, Deputy Minister for Health and Community Care will move the following motion—

S2M-3703—That the Health Committee recommends that the draft Primary Medical Services (Scotland) Act 2004 (Modification of the National Health Service (Scotland) Act 1978) Order 2005 be approved.

2. Subordinate legislation: Lewis Macdonald, Deputy Minister for Health and Community Care will move the following motion—

S2M-3717—That the Health Committee recommends that the Food Protection (Emergency Prohibitions) (Amnesic Shellfish Poisoning) (West Coast) (No.18) (Scotland) Order 2005 (SSI 2005/626) be approved.

3. Subordinate legislation: The Committee will consider the following negative instruments—

the Feeding Stuffs (Scotland) Regulations 2005 (SSI 2005/605);

the Meat (Official Controls Charges) (Scotland) Regulations 2005 (SSI 2005/607);

the Feed (Hygiene and Enforcement) (Scotland) Regulations 2005 (SSI 2005/608);

the National Health Service (Charges for Drugs and Appliances) (Scotland) Amendment (No.3) Regulations 2005, (SSI 2005/617); and

the National Health Service (Pharmaceutical Services) (Scotland) Amendment (No.2) Regulations 2005, (SSI 2005/618).

4. Human Tissue (Scotland) Bill: The Committee will consider the bill at Stage 2 (Day 1).

5. Legislative Consent Motion: The Committee will consider practical arrangements for the consideration of a legislative consent memorandum (LCM (S2) 1.1) on the UK Health Bill.

6. Abolition of NHS Prescription Charges (Scotland) Bill (in private): The Committee will consider a revised draft Stage 1 report.
