Motions and amendments are normally only printed the day after the day on which they are lodged and then with the complete list of motions and amendments lodged the previous week which is published in this section of the Bulletin every Monday. That list also contains any motions lodged for debate in the forthcoming week.

Where the text of a motion or amendment is altered, the motion or amendment is re-printed with the changes marked by asterisks in the text.

Where a motion or amendment attracts additional support after it is first published, that additional support is shown separately at the end of this section.

Motions which members wish to be considered for debate as members’ business in the Parliament are marked with a hash symbol (#).

Motions in which a member has indicated a declarable interest are marked with an “R”.

An indication is also provided where motions and amendments have been withdrawn.

* S2M-2764 Iain Smith on behalf of the Procedures Committee: 4th Report 2005 (Session 2) of the Procedures Committee, Report on Private Legislation—That the Parliament notes the Procedures Committee’s 4th Report 2005 (Session 2), Private Legislation (SP Paper 334); agrees that the changes to Standing Orders set out in Annexe A to the report be made with effect from 12 May 2005, but agrees that new Rule 9A.1.4A shall not apply to any Bill introduced before 5 September 2005.

* S2M-2763 Mr Ted Brocklebank: 60th Anniversary of Victory in Europe—That the Parliament commemorates the 60th anniversary on 8 May 2005 of the victory in Europe; pays particular tribute to the wartime role of RAF Leuchars in Fife; recognises the enormous human sacrifices made by British and Commonwealth forces and civilians as well as our allies abroad in the fight against fascism, and commends all those who have kept alive the memories of the Second World War as a means of preventing further conflict on this scale.

* S2M-2762 Pauline McNeill on behalf of the Justice 1 Committee: 3rd Report 2005 (Session 2) of the Justice 1 Committee, Report on Inquiry into the Effectiveness of Rehabilitation in Prisons—That the Parliament notes the recommendations contained in the Justice 1 Committee’s 3 rd Report 2005 (Session 2), Inquiry into the Effectiveness of Rehabilitation in Prisons (SP Paper 291).

* S2M-2761# Richard Lochhead: Scotland’s Energy Future—That the Parliament notes with alarm rising energy prices and recognises the subsequent threat to the Scottish economy and the quality of life for our citizens; further notes that there is an urgent need for governments and societies throughout the world to focus their attention on the issues of energy security and affordability, as well as the environmental impact of current energy use; believes that the need for greater energy self-sufficiency will become increasingly important; further believes that Scotland is well placed to meet these challenges; recognises the urgent requirement for the Scottish Executive to turn its attention to this issue to ensure that meeting Scotland’s energy needs is a greater political priority in the future, and considers that ministers should accelerate the development of a mix of renewable energy technologies.

* S2M-2758# Scott Barrie: A 21st Century Bridge for 21st Century Fife—That the Parliament welcomes the decision by the Forth Estuary Transport Authority to support the construction of a further bridge across the Forth at Queensferry; accepts that, even with improvements in public transport, the existing Forth Road Bridge is incapable of coping with the current level of traffic; believes that the limitations on the existing bridges into, and out of, Fife are seriously affecting the economic regeneration of the Kingdom; notes that improvements to rail services to Edinburgh are essential but that these alone will not resolve the transport difficulties across the Forth, and hopes that the new bridge will be multi-modal, allowing for future light rail developments from Fife.
