S2W-12825 Richard Lochhead: To ask the Scottish Executive how many houses each local authority has purchased privately, and at what cost, in order to meet obligations under homelessness legislation.

S2W-12826 Richard Lochhead: To ask the Scottish Executive how many single surveys have now been carried out in each pilot area, expressed also as a percentage of all surveys purchased in each area.

S2W-12827 Ms Wendy Alexander: To ask the Scottish Executive when it will provide a substantive answer to question S2W-10453, lodged on 9 September 2004.

S2W-12828 Ms Wendy Alexander: To ask the Scottish Executive when it will provide a substantive answer to question S2W-10452, lodged on 9 September 2004.

S2W-12829 Ms Wendy Alexander: To ask the Scottish Executive whether it will follow the model in Sir Peter Gershon’s report, Releasing resources to the front line: Independent Review of Public Sector Efficiency, by publishing, department by department, efficiency savings plans to allow transparency in their delivery and, if so, what the timetable is.

S2W-12830 Ms Wendy Alexander: To ask the Scottish Executive when any Scottish-specific analysis comparable to that carried out in Sir Peter Gershon’s report, Releasing resources to the front line: Independent Review of Public Sector Efficiency, on the potential impact on jobs of planned efficiency savings will be published.

S2W-12831 Ms Wendy Alexander: To ask the Scottish Executive whether, as part of the Efficient Government Review, it intends to publish an equivalent Scottish analysis to that presented in tables 4.1 and 4.2 of Sir Peter Gershon’s report, Releasing resources to the front line: Independent Review of Public Sector Efficiency and, if so, what the timetable is.

S2W-12832 Ms Wendy Alexander: To ask the Scottish Executive whether, as part of its Efficient Government Review, it intends to conduct a department by department review of the effectiveness of financial management parallelling that being undertaken by HM Treasury in the rest of the United Kingdom and, if so, what the timetable is.

S2W-12833 Ms Wendy Alexander: To ask the Scottish Executive whether, as part of its Efficient Government programme, it will parallel the commitment in Sir Peter Gershon’s report, Releasing resources to the front line: Independent Review of Public Sector Efficiency, to ensure confidence and credibility in the planned efficiency measures by inviting Audit Scotland to scrutinise the Efficiency Technical Notes before publication.

S2W-12834 Ms Wendy Alexander: To ask the Scottish Executive whether it will publish a yearly review of real and relative house price changes for different house types in the major housing markets such as Glasgow, Edinburgh and Dundee and a parallel analysis of whether a sufficient supply of sites is being provided to meet demand.

S2W-12835 Ms Wendy Alexander: To ask the Scottish Executive whether it will set target dates for the publication of all local and structure plans.

S2W-12836 Ms Wendy Alexander: To ask the Scottish Executive whether it will consider setting financial penalties for local authorities who do not meet targets for the publication of local and structure plans.

S2W-12837 Ms Wendy Alexander: To ask the Scottish Executive how it intends to speed up the consideration of planning applications to meet its targets.

S2W-12838 Ms Wendy Alexander: To ask the Scottish Executive why it has four targets for the consideration of individual planning applications and one target for major applications.

S2W-12839 Ms Wendy Alexander: To ask the Scottish Executive in what way its plans to modernise the planning system will address existing delays in the planning process.

S2W-12840 Rob Gibson: To ask the Scottish Executive what types of music are offered to schools through the Youth Music Initiative in each local authority area.

S2W-12841 Rob Gibson: To ask the Scottish Executive how many pupils will benefit from the Youth Music Initiative, broken down by age group and local authority area.

S2W-12842 Richard Lochhead: To ask the Scottish Executive how many jobs there have been in the (a) fish processing and (b) catching sector in each year since 1979, also broken down by (i) region and (ii) constituency and expressed per capita, outlining the methodology used to classify the jobs.

S2W-12843 Dr Elaine Murray: To ask the Scottish Executive whether land grazed by horses will be eligible under the single payment scheme.

S2W-12844 Alex Neil: To ask the Scottish Executive how many people in each local authority area are defined as carers; how many people in each local authority area have been assessed under the extended right to assessment for informal carers in the Community Care and Health (Scotland) Act 2002 and how carers have been made aware of this right; how many people have accessed direct payments to purchase services directly under the act, and how much additional funding it provided to local authorities for undertaking their responsibilities under the act.

S2W-12845 Fergus Ewing: To ask the Scottish Executive whether any GPs have sought to opt out of NHS 24 and, if so, what the response has been.

S2W-12846 Fergus Ewing: To ask the Scottish Executive whether NHS 24 staff responding to calls from patients are entitled to refuse to telephone a local GP and, if so, under what circumstances.

S2W-12847 Fergus Ewing: To ask the Scottish Executive whether it is satisfied that the service provided by NHS 24 is adequate and what the reasons are for its position on the matter.

S2W-12848 Fergus Ewing: To ask the Scottish Executive whether it will direct, or invite, the City of Edinburgh Council to seek approval from the Electoral Commission of the proposed wording of the question in the forthcoming referendum on toll proposals and of the proposal to send to each household a leaflet setting out the council’s plans; whether the Executive is satisfied that the council’s proposals are fair; whether the Executive has any powers in relation to the referendum, including the holding or funding of the referendum, that would enable it to require the council to amend its plans; whether the Executive has had any correspondence with the council, its officials or those acting on its behalf regarding the wording of the question on the referendum ballot paper or the proposal to fund the cost and issue a leaflet to each household regarding the transport plans.

S2W-12849 Fergus Ewing: To ask the Scottish Executive whether personnel have been leaving NHS 24 and, if so, how many nurses have left in each of the last 12 months.

S2W-12850 Fergus Ewing: To ask the Scottish Executive whether it will make a statement regarding the Skye Bridge tolls and, if so, when; whether it will provide the Parliament with a detailed explanation for any such statement, in particular including the calculation of any payment to be made to buy out the owners of the PFI in respect of the Skye Bridge; whether any such statement will be made (a) before or (b) during the Christmas recess, and, if such a statement is made in the Parliament, whether it envisages that there will be an opportunity for members to question the ministers for transport and finance and public services.

S2W-12851 Fergus Ewing: To ask the Scottish Executive when it will respond to the business case for the Borders Railway; whether the response will be made in a ministerial statement to the Parliament, and whether it envisages that there will be an opportunity to question the Minister for Transport on the matter.

S2W-12852 Fergus Ewing: To ask the Scottish Executive, further to the answer to question S2W-11627 by Nicol Stephen on 19 November 2004, whether it is yet in a position to publish copies of the franchise agreement between it and First Group plc.

S2W-12853 Fergus Ewing: To ask the Scottish Executive what investment it has made since 1999 in the economy and infrastructure of Nairn.

S2W-12854 Fergus Ewing: To ask the Scottish Executive whether it will provide a detailed breakdown of the savings it plans to achieve in the Scottish Environment Protection Agency and Scottish Natural Heritage, as referred to in Building a Better Scotland: Efficient Government Securing Efficiency, Effectiveness and Productivity.

S2W-12855 Fergus Ewing: To ask the Scottish Executive whether it will provide a calculation of the savings which it expects Scottish Natural Heritage to deliver through "a reduction in time spent travelling between offices", as referred to in Building a Better Scotland: Efficient Government Securing Efficiency, Effectiveness and Productivity.

S2W-12856Δ Dr Elaine Murray: To ask the Scottish Executive when it expects to announce the appointment of the chair of the new body, Architecture and Design Scotland.

S2W-12857 Fergus Ewing: To ask the Scottish Executive when it will make a ministerial statement regarding the buy out of the PFI of Inverness Airport Terminal; whether it will provide an estimate of the costs of buying out the PFI, and whether it recognises potential benefits from the buy out for the economy of the Highlands and Inverness in particular.

S2W-12858 Fergus Ewing: To ask the Scottish Executive what the running costs will be of the proposed Centre for Confidence and Well-being; whether the Chief Executive and/or the directors will be remunerated and, if so, what the details are of the proposed remuneration and/or expenses; how much funding the centre will receive from (a) the Executive and (b) other sources in each of the three years referred to in the Executive’s news release of 1 December 2004, and in what ways the centre is necessary for the purposes it has been ascribed.

S2W-12859 Alex Neil: To ask the Scottish Executive how many children enrolled in primary 1 in each of the last five years.

S2W-12860 Alex Neil: To ask the Scottish Executive whether it will fund conservatoire teaching in drama schools.

S2W-12861 Fergus Ewing: To ask the Scottish Executive whether its procurement policy for purchasing food for schools and other public sector establishments requires simplifying or streamlining; which consultants have been appointed to oversee the implementation of the policy and at what cost; whether it plans to carry out any consultations on the policy and, if so, at what estimated or planned cost, and what the remit of any such consultations will be.

S2W-12862 Mrs Mary Mulligan: To ask the Scottish Executive who is responsible for finding and repairing a water leak where it is unclear whether the leak is coming from a burst pipe in a street or from a council tenant’s garden.

S2W-12863 Mr John Home Robertson: To ask the Scottish Executive what the required timescale is for the finalisation of the local plans for East Lothian, Midlothian, Edinburgh and West Lothian and how that timescale can be reconciled with the new requirement for environmental impact assessments of these plans.

S2W-12864 Mary Scanlon: To ask the Scottish Executive whether the competitive tendering process for ferries operated by Caledonian MacBrayne is compulsory under EU regulation.

S2W-12865 Mary Scanlon: To ask the Scottish Executive what action is being taken to increase the number of (a) pain specialists, (b) pain clinics and (c) multi-disciplinary care centres.

S2W-12866 Mary Scanlon: To ask the Scottish Executive what action it is taking to ensure that GPs manage chronic pain patients adequately.
