1. Education (Additional Support for Learning) (Scotland) Bill: The Committee will take evidence on the Bill's Financial Memorandum from-

Cllr Rev Ewan Aitken, Education Spokesperson; Martin Vallely, Special Education, City of Edinburgh Council; Alan Ross, Social Work, East Lothian Council; and Donald Thomas, Head of Finance and Personnel, Education Resources, South Lanarkshire Council, COSLA.

2. Budget process 2004-05: The Committee will consider the Scottish Commission for Public Audit's Report on Audit Scotland's Budget for 2004-05.

3. Items in private: The Committee will decide whether to consider its draft report into the Draft Budget in private at future meetings.

4. Nature Conservation (Scotland) Bill (in private): The Committee will consider its draft report into the Bill's Financial Memorandum.

5. Criminal Procedure (Amendment) Bill (in private): The Committee will consider its draft report into the Bill's Financial Memorandum.

1. Oral questions in the Chamber: The Committee will take evidence from-

Patricia Ferguson, Minister for Parliamentary Business;

and will then consider the range of issues that have arisen in the inquiry, with a view to consulting MSPs on options for change. 

2. Item in private: The Committee will decide whether to consider in private, at its next meeting, a draft report on Oral Questions in the Chamber.

3. Non-Executive Bills: The Committee will consider a paper for options on a system of prioritisation.

1. Item in private: the Committee will consider whether to take agenda item 6 in private.

2. Subordinate legislation: the Committee will consider the following negative instrument-

the Further and Higher Education (Scotland) Act 1992 Amendment Order 2003 (SSI 2003/487).

3. Scottish Solutions Inquiry: the Committee will take evidence from Lewis Macdonald MSP, Deputy Minster for Enterprise and Lifelong Learning accompanied by Lucy Hunter, Head of Higher Education and Science Division and Jamie Hume, Head of Higher Education branch.

4. Renewable Energy Inquiry: the Committee will consider a paper on the structure and timetable for its inquiry into renewable energy.

5. Petitions: the Committee will consider a paper on the following newly referred petitions:

PE615 from Mr Peter Hodgson calling on the Scottish Parliament to ask the Scottish Executive to reconsider its funding for renewable energy projects in Scotland;

PE664 from Christine Grahame MSP calling on the Scottish Parliament to examine the planning and environmental procedures for proposed wind farm developments in Scotland;

and consider what action it wishes to take in relation to these petitions.

6. Scottish Solutions Inquiry: the Committee will consider an options paper for its draft report.

European and External Relations Committee

The Committee will meet at 2.00 pm in Committee Room 3

1. Elections to the European Parliament, June 2004 (postal voting): The Committee will discuss an options paper on the possible use in Scotland of all postal voting in the next elections to the European Parliament.

2. Repatriation of European Regional Development Funding Inquiry: The Committee will review the written evidence received to date and discuss an initial schedule of witnesses.

3. Promotion of Scotland Worldwide Inquiry: The Committee will review the written evidence received to date.

4. Pre- and post-EU Council scrutiny: The Committee will discuss the agendas and information received from the Scottish Executive on the following meetings of the Council of the EU-
