  1. Future Business Programme
  2. It was agreed to recommend to the Parliament a revised business programme for the current week and a revised business programme and for weeks beginning 29 September and 6 October 2003. (for text of motion see Section F of the Business Bulletin for 24 September 2003)

  3. Procedural Motions
  4. It was agreed to recommend to the Parliament that the following draft Instruments be approved:

    the draft Advice and Assistance (Assistance By Way of Representation) (Scotland) Amendment Regulations 2003;

    the draft Scotland Act 1998 (Transfer of Functions to Scottish Ministers etc.) (No.2) Order 2003;

    the draft Mental Health (Care and Treatment) (Scotland) Act 2003 (Consequential Modification) Order 2003;

    The Bureau also agreed to recommend to the Parliament that the Justice 1 Committee be designated lead committee in consideration of the following orders—

    the Gaming Act (Variation of Fees) (Scotland) Order 2003, (SSI 2003/403); and

    the Children’s Hearings (Provision of Information by Principal Reporter) (Prescribed Persons) (Scotland) Order 2003, (SSI 2003/424)

    It was further agreed to recommend to the Parliament that the Justice 2 Committee

    be designated lead committee in consideration of the following orders—

    the Title Conditions (Scotland) Act 2003 (Consequential Provisions) Order 2003, (draft); and

    the Advice and Assistance (Scotland) Amendment (No.2) Regulations 2003, (SSI 2003/421).

     

  5. Subordinate Legislation Committee - Membership
  6. At its last meeting, the Bureau agreed that the seventh place on the Subordinate Legislation Committee should revert to the Scottish National Party. It was agreed that the member would be Alasdair Morgan.

  7. British-Irish Inter-Parliamentary Body
  8. The Bureau agreed the following nominations to the British-Irish Inter-Parliamentary Body:

    Full membership Alternate membership

    Labour Alasdair Morrison Helen Eadie, Cathy Peattie

    SNP Margaret Ewing Bruce Crawford

    Con David McLetchie

    LD Iain Smith

    Green Robin Harper

    A system of substitution by alternate members when required was also agreed.

  9. Stirling-Alloa-Kincardine Railway and Linked Improvements Bill
  10. In terms of rule 9A.8, the Bureau agreed to refer the Stirling-Alloa-Kincardine Railway and Linked Improvements Bill to the Stirling-Alloa-Kincardine Railway and Linked Improvements Bill Committee and that the Committee proposes to the Bureau a timetable for completion of Preliminary Stage.

  11. Date of Next Meeting

It was agreed that the next meeting would be at 2.30pm on 30 September 2003.
