NOTE OF DECISIONS TAKEN AT THE MEETING OF THE PARLIAMENTARY BUREAU: 4 FEBRUARY 2003 AT 2.30PM

1. Future Business Programme

It was agreed to recommend to the Parliament a business programme for the week commencing 17 February 2003. (for text of motion see Section F of the Business Bulletin for 5 February 2003)

2. Procedural Motions

It was agreed to recommend to the Parliament that draft Proceeds of Crime Act 2002 (Investigations: Code of Practice) (Scotland) Order 2003 and the draft Proceeds of Crime (Disclosure of Information to and by Lord Advocate and Scottish Ministers) Order 2003 be approved.

It was also agreed to recommend to the Parliament that the Justice 1 Committee be designated as lead committee in consideration of the following Statutory Instruments—

The draft Advice and Assistance (Financial Conditions) (Scotland) Regulations 2003;

The draft Advice and Assistance (Assistance by Way of Representation) (Scotland) Regulations 2003;

The draft Civil Legal Aid (Financial Conditions) (Scotland) Regulations 2003;

The Civil Legal Aid (Scotland) Amendment Regulations 2003, (SSI 2003/49).

3. Allocation of Non-Executive Business

Alex Johnstone proposed that the time allocated for Members’ Business on 12 February be equally divided between SNP and the Conservatives. The proposal was disagreed to: For-19, Against-33, Abstentions-71.

4. Robin Rigg Offshore Wind Farm (Navigation and Fishing)(Scotland) Bill Committee: Request to meet in Kirkcudbright

The Bureau agreed to approve Committee’s request to meet in Kirkcudbright.

The next Bureau meeting would be at 2.30pm on 11 February 2003.
