6 After section 1, insert-

<The Wild Mammals Authority

(1) The Scottish Ministers shall establish a body to be known as the Wild Mammals Authority (in this Act referred to as "the Authority").

(2) The functions of the Authority shall be-

(a) such functions in relation to licences as are conferred by section 2 of this Act;

(b) to prepare and publish codes of practice on the use of dogs in pursuit of wild mammals (including by persons licensed under section 2); and

(c) such other functions as the Scottish Ministers may, by order under subsection (8), confer upon the Authority.

(3) The Authority shall consist of a chairperson and not fewer than 6, nor more than 10, other members appointed by the Scottish Ministers.

(4) In making appointments under subsection (2) above, the Scottish Ministers shall ensure that persons representing each of the following interests are included as members of the Authority-

(a) animal welfare;

(b) hunting;

(c) farming;

(d) conservation;

(e) land-owning; and

(f) veterinary.

(5) A member of the Authority shall not normally be appointed for a period of more than 5 years.

(6) A member of the Authority may resign from the Authority by giving notice to the Scottish Ministers.

(7) The Scottish Ministers may dismiss a member of the Authority if the member is unable, unfit or unwilling to discharge the functions of a member of the Authority.

(8) The Scottish Ministers may, by order made by statutory instrument, make further provision about the functions and operations of the Authority; and any such statutory instrument shall be subject to annulment in pursuance of a resolution of the Scottish Parliament.>
