*S1M-2208 Henry McLeish: Motion of Condolence—That the Parliament condemns the senseless and abhorrent acts of terrorism carried out in the United States yesterday and extends our deepest sympathies to those whose loved ones have been killed or injured.

*S1M-2207 David McLetchie: Improving Patient Care—That the Parliament welcomes the opening of the new hospitals built thanks to the PFI programme initiated by the last Conservative governments but notes with grave concern that the delivery of health care in Scotland has fallen far short of the standards people expect, with local hospital services under threat and patients waiting longer for treatment and facing the prospect of being forced to go abroad to get the treatment they need in a reasonable time; calls upon the Scottish Executive to extend the principle of partnership with the independent sector to the delivery of health care and begin discussions with the independent sector with a view to signing a "concordat" in similar terms to that already established in England, and further calls upon the Executive to initiate a debate in Scotland about how to improve standards of health care to the levels of the best European countries without raising taxes to unacceptable levels and whilst ensuring that access to high quality care is guaranteed for all.

*S1M-2206 Iain Gray: Physical Chastisement of Children—That the Parliament welcomes the Scottish Executive’s proposals, following on from an extensive consultation process, to clarify the law on physical punishment of children.

*S1M-2205 Bill Aitken: Juvenile Justice—That the Parliament recognises that the Children’s Hearings system as at present constituted is manifestly failing to deal with criminal and offending behaviour and calls upon the Executive to carry out a full review of Scotland’s system of juvenile justice, such a review to include consideration of giving Children’s Hearings an increased range of disposals.

*S1M-2204 Mr Tom McCabe on behalf of the Parliamentary Bureau: Lead Committees—That the Parliament agrees that the Local Government Committee is designated as Lead Committee in consideration of the Public Appointments (Parliamentary Approval) (Scotland) Bill and that the Bill should also be considered by the Audit Committee.

*S1M-2201 Mr Tom McCabe on behalf of the Parliamentary Bureau: Business Motion—That the Parliament agrees that, at Stage 3 of the International Criminal Court (Scotland) Bill, debate on each part of the proceedings shall be brought to a conclusion by the time-limits indicated (each time-limit being calculated from when Stage 3 begins and excluding any periods when the meeting is suspended)—

Group 1 and Group 2 – no later than 55 minutes

Group 3 – no later than 1 hour 25 minutes

Groups 4,5,6 and 7 – no later than 1 hour 55 minutes

Motion to pass the Bill – no later than 2 hours 25 minutes

*S1M-2198# Mr Duncan Hamilton: The sale of the Isle of Gigha—That the Parliament welcomes the cross-party efforts to support the right of the residents of the island of Gigha to buy the island on which they live; notes the existence of the Scottish Land Fund and the opportunity for the residents of Gigha to submit an application for financial assistance from that fund; invites the Scottish Executive to give careful consideration to lifting the notional 1 million ceiling on applications in the light of the market valuation of 3.5 million which has been placed on Gigha, and supports the efforts of Highlands & Islands Enterprise to work with the local population to establish the feasibility of such a bid and secure the necessary community majority for proceeding with any subsequent fund application.
