*S1M-1632 Sarah Boyack: The Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2001-That the Transport and the Environment Committee recommends that the draft Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2001 be approved.

*S1M-1631 Mr Brian Monteith: Increased Water Charges-That the Parliament notes with concern the huge increases in charges for water and sewerage services announced by East of Scotland Water Authority which will particularly hit those on fixed incomes such as pensioners and further notes that Scots are already paying an extra 154 million each year for these services compared to 1997.

*S1M-1630# Irene McGugan: Regeneration of Rural Communities-That the Parliament recognises the problems faced by Scotland's rural communities as highlighted by the Rural Development Committee in its report The Impact of Changing Employment Patterns in Rural Scotland; further recognises that the main conclusion of this detailed piece of work is that the combination of poverty and the decline in traditional industries is threatening the sustainability of rural life in Scotland; notes that rural areas are under-represented in all key growth areas in the Scottish economy; further notes that transport was the single issue about which concern was most frequently expressed; endorses the 21 recommendations for action to eliminate poverty and encourage regeneration in all of Scotland's communities, and commends these to the Scottish Executive for urgent consideration and implementation.

*S1M-1629 Ms Margo MacDonald: Scottish Executive Bonds-That the Parliament calls on the Scottish Executive, given the heavy and extended future financial burden already placed on its resources by Public/Private Partnership and PFI schemes, to investigate urgently the feasibility and possible advantages for future public spending programmes of the issue of Scottish Executive Bonds, fully guaranteed by Her Majesty's Government.
