Education, Culture and Sport Committee

38th Meeting, 2000

1. School Exams Inquiry (in private): The Committee will give further consideration to a first draft report.

Justice and Home Affairs Committee

35th Meeting, 2000

The Committee will meet at 9.30 am in Committee Room 2

1. Subordinate Legislation: Iain Gray (Deputy Minister for Justice) to move (S1M-1339)—

Mr Jim Wallace: The Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc. (No.2) Order 2000—That the Justice and Home Affairs Committee recommends that the draft Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) (No. 2) Order 2000 be approved.

2. European Documents: The Committee will consider the following European documents—

972: Initiative by the Federal Republic of Germany for a Framework Decision on criminal law protection against fraudulent or unfair anti-competitive conduct in relation to the award of public contracts in the common market;

1190: Draft Framework Decision on the standing of victims in criminal procedure.

1224: Note from the incoming Presidency on a programme of measures to implement the principle of mutual recognition of decisions in criminal matters;

1259: Communication from Portugal, France, Sweden and Belgium seeking the adoption by the Council of a Decision setting up a provisional judicial co-operation unit (EUROJUST 5);

1260: Communication from Portugal, France, Sweden and Belgium seeking the adoption by the Council of two Decisions, one setting up a provisional co-operation unit and the other setting up EUROJUST with a view to reinforcing the fight against serious organised crime (EUROJUST 6);

1385: Communication from Portugal, France, Sweden and Belgium seeking the adoption by the Council of a Decisions to establish EUROJUST with a view to reinforcing the fight against serious organised crime (EUROJUST 8);

1300: Commission Communication on mutual recognition of final decisions in criminal matters;

1390: Proposed Council Regulation extending the programme of incentives and exchanges for legal practitioners in the area of civil law (Grotius – civil).

3. Visit to courts in Glasgow: Members will report on a visit to the courts in Glasgow organised by the Glasgow Bar Association.

4. Delegate for European visit: The Committee will choose a member to represent the Committee on a study visit to the European Parliament.

Finance Committee

27th Meeting, 2000

The Committee will meet at 10.00 am in Committee Room 1

1. Committee Business: The Committee will consider whether to take agenda items 3 to 5 in private.

2. Scottish Parliament European Familiarisation Scheme: The Committee will consider a briefing paper from the Conveners’ Group.

3. 2001/02 Budget Process: The Committee will consider an issues paper for the report on Stage 2 of the budget process.

4. 2001/2002 Budget Process: The Committee will consider a paper from Reporter Group 1.

5. Inquiry into Resource Accounting and Budgeting: The Committee will consider what structure the inquiry should take and from whom it wishes to take evidence.

European Committee

Arrangements for the attendance of Jack McConnell MSP, Minister for Education, Europe and External Relations, at the European Committee to discuss his new portfolio

Local Government Committee

31st Meeting, 2000

The Committee will meet at 2.00 pm in Committee Room 1

1. Items in private: The Committee will decide whether to hold items 6 and 7 in private and whether to consider its conclusions on the consultation on public sector ombudsmen in Scotland in private at its meeting on 12 December

2. Renewing Local Democracy Working Group: The Committee will consider a summary of consultation and proposals for an inquiry

3. Petitions: The Committee will consider the following petition—

PE 280 – Petition by Judy Wilkinson on behalf of the Scottish Allotments and Gardens Society calling for the Scottish Parliament to recognise the importance and popularity of allotments and to establish an Allotments Working Group that would actively protect and promote allotment provision in Scotland

4. Community Leadership Forum: The Convener will report on a meeting of the Community Leadership Forum on 22 November

5. European Parliament Study Visit: The Committee will choose a representative to participate in the study group

6. Education (Graduate Endowment and Student Support) (Scotland) Bill: The Committee will consider a draft report at Stage 1 of the Bill

7. Witness expenses: The Committee will consider whether to approve expenses incurred by certain witnesses in connection with the meeting on 14 November 2000

Rural Affairs Committee
