S1W-4744 Mr Kenneth Gibson: To ask the Scottish Executive what the financial indebtedness is of each local authority relating to the total interest charges incurred for paying invoices after the due date to (a) all firms and (b) firms employing fewer than 50 people, since the introduction of the Late Payment of Commercial Debts (Interest) Act 1998.

 

S1W-4778 Robin Harper: To ask the Presiding Officer, with respect to the design of the new Scottish Parliament building, whether the Scottish Parliamentary Corporate Body will set up an advisory panel to liaise with the design team on environmental and sustainability matters and whether it will provide (a) a note of target performance indicators for technical matters which have been identified so far by the design team (for example proposed "U" values), (b) a copy of the project brief, (c) a list of the Design Review Reports that have been carried out to date, together with a programme of the dates for future reports, (d) a list of those contract specifications which have been substantially completed and a note of target issue dates for tender for the remainder or the management contractor’s Information Release Schedule, (e) details of the form of contract and the proposed method of tendering packages, (f) details of the strategy for ISO 14001 EMAS proposed by the future building maintenance team, (g) a copy of the Project Risk Management Register, (h) an up-to-date project progress report with a note of future key milestones, (i) a copy of the initial BREEAM reviews, (j) a copy of the Schedule of Services for the project sponsor and project auditor, and (k) a statement on how the procurement process complies with the objectives set down in the proposal for The Development of a Policy on Architecture for Scotland which was published by the Deputy Minister for Culture and Sport in September 1999.

 

S1W-4801 Dorothy-Grace Elder: To ask the Scottish Executive how many people were arrested during the protest at Faslane Nuclear Base on 14 February 2000, what offences those arrested were believed to have committed and how many of those arrested were subsequently charged.

 

S1W-4802 Dorothy-Grace Elder: To ask the Scottish Executive how many of those arrested during the protest at Faslane Nuclear Base on 14 February 2000 were detained in police cells, how many protesters were held in each cell and how many female protesters were released from police custody after public transport had ceased operating for the evening.

 

S1W-4803 Dorothy-Grace Elder: To ask the Scottish Executive whether it is aware of Glasgow Zoo’s current financial situation, whether it intends to provide any financial aid to the zoo to alleviate this situation and what alternative arrangements it intends to make to replace the educational and volunteering opportunities which the zoo provides in the event of its closure.

 

S1W-4804 Mr Kenneth Gibson: To ask the Scottish Executive whether it will provide a specific definition of "modernisation of government" and what performance measures it will use to determine whether its objective of modernising government is being achieved.

 

S1W-4805 Christine Grahame: To ask the Scottish Executive how many elements of the recommendations of the Sutherland Report With Respect to Old Age for a National Care Commission have been accepted; how many have not been accepted and what they are, and what criteria were used for selection or rejection.

 

S1W-4806 Christine Grahame: To ask the Scottish Executive what was the projected social work expenditure on care of the elderly and what was the actual expenditure in each of the last five years, broken down by local authority.

 

S1W-4807 Linda Fabiani: To ask the Scottish Executive whether it has ruled out the use of Dungavel House as a component of the Scottish penal system, whether operated by the Scottish Prison Service or by a private operator.

 

S1W-4808 Linda Fabiani: To ask the Scottish Executive whether South Lanarkshire Council has been consulted regarding suitable alternative uses for Dungavel House and its grounds and what advice has been received.

 

S1W-4809 Linda Fabiani: To ask the Scottish Executive what steps have been taken to consult the local community regarding future use of Dungavel House and its grounds.

 

S1W-4810 Linda Fabiani: To ask the Scottish Executive whether it will place in the Scottish Parliament Information Centre the marketing brief issued to the sales agents appointed to market Dungavel House and its grounds.

 

S1W-4811 Fergus Ewing: To ask the Scottish Executive, further to the answer to question S1W-3497 by Mr Jack McConnell on 25 January 2000, whether it will describe, elucidate and specify any instances where Ministerial access has been, or may in future be, granted to papers dated before 1 July 1999, particularly in relation to the Agricultural Business Improvement Schemes, both original and revised, and, if not, why not.

 

S1W-4812 Fergus Ewing: To ask the Scottish Executive whether it will estimate the number of farmers and crofters who it anticipates will be sequestrated in each of the next five years and the associated cost to public funds and whether it considers that additional support provided now to farmers and crofters would cost less to public funds in the long term.

 

S1W-4813 Fergus Ewing: To ask the Scottish Executive, further to the answer to question S1W-3711 by Ross Finnie on 27 January 2000, whether it will detail for each of the years mentioned the sums actually taken up from those sums referred to as "offers of financial assistance" and why this information was not provided in response to the original question which asked for it.

 

S1W-4814 Richard Lochhead: To ask the Scottish Executive whether it will make available any written legal advice from the Scottish Law Officers received by The Scottish Office relating to the Scottish Adjacent Waters Boundaries Order 1999, prior to or since it completed the legislative process.

 

S1W-4815 Richard Lochhead: To ask the Scottish Executive on how many occasions it has asked backbench MSPs to lodge parliamentary questions in order to enable it to make an announcement; whether it will provide a list of such questions, including the date on which they were lodged, and whether any of its officials have written authorisations to lodge parliamentary questions in the names of backbench MSPs.

 

S1W-4816 Richard Lochhead: To ask the Scottish Executive whether it has taken or plans to introduce measures to encourage the oil and gas industry to exploit the commercial potential of renewable energy.

 

S1W-4817 Richard Lochhead: To ask the Scottish Executive, further to the answer to question S1W-3365 by Sarah Boyack on 23 February 2000, whether it is its policy to refrain from answering written parliamentary questions until it has made a related oral ministerial statement.

 

S1W-4818 Richard Lochhead: To ask the Scottish Executive whether it has targets for offshore renewable power generation and, if so, how these targets compare with targets adopted by other countries in the European Union.

 

S1W-4819 Richard Lochhead: To ask the Scottish Executive what steps it has taken to make the manufacturing industry aware of the opportunities for production of the necessary plant and equipment offered by the renewable energy sector.

 

S1W-4820 Richard Lochhead: To ask the Scottish Executive how many turbines at wind farms in Scotland were manufactured in this country.

 

S1W-4821 Richard Lochhead: To ask the Scottish Executive whether it has estimated the level of capital spending on renewable energy projects in Scotland over the next four years and how much of this spending will benefit Scottish companies, particularly manufacturing firms.

 

S1W-4822 Irene McGugan: To ask the Scottish Executive what action it is taking to achieve its target of doubling cycle use from 1996 to 2002 and again by 2012.

 

S1W-4823 Irene McGugan: To ask the Scottish Executive what resources it will commit and what action it is taking to address any problems which are barriers to more children walking or cycling, such as the lack of secure cycle parking, too much traffic, speed of traffic and lack of facilities at danger points.

 

S1W-4824 Irene McGugan: To ask the Scottish Executive why its proposals for the Integrated Transport Bill contain no proposals to encourage walking and cycling.

 

S1W-4825 Irene McGugan: To ask the Scottish Executive why there is no mention of Safe Routes to School, Home Zones or road safety in its proposals for the Integrated Transport Bill.

 

S1W-4828 Irene McGugan: To ask the Scottish Executive what plans it has to promote and protect the Scots language and what funds it intends to devote for this purpose.

 

S1W-4829 Maureen Macmillan: To ask the Scottish Executive when it will announce the decision on the application submitted by Scottish and Southern Energy for consent under section 36 of the Electricity Act 1989 to construct and operate a 3MW hydro-electric power station on the Abhainn Cuileig, Ross-shire.

 

S1W-4830 Ms Margaret Curran: To ask the Scottish Executive when the Ethical Standards in Public Life etc. (Scotland) Bill will be introduced.

 

S1W-4831 Johann Lamont: To ask the Scottish Executive when the new road casualty reduction targets for the period to 2010 will be announced.
