Legislation

The Committee considered the following primary legislation during Session 3:

  • Palliative Care (Scotland) Bill: The Bill did not complete Stage 1. It was withdrawn from the Parliament by the member in charge, Gil Paterson MSP, on Thursday 2 December 2010. The Committee considered the Bill at Stage 1, and published its Stage 1 report on the Bill on 29 November 2010.

The Committee considered the following public petitions during Session 3:

  • PE1191: By Tom French, on behalf of the Coalition Against Raising the Drinking Age in Scotland, calling on the Scottish Parliament to urge the Scottish Government to drop its proposal to raise the age for off-sales alcohol purchases from 18 to 21.
  • PE1187: By Greig Muir, calling on the Scottish Parliament to urge the Scottish Government to reconsider its plans to raise the age for off-sales alcohol purchases from 18 to 21.
  • PE1272: By Randolph Murray, on the provision for out of hours GP cover in all remote and rural areas in Scotland.
  • PE1138: By Erica Woollcombe, on the provision of ice rinks.
  • PE1173: By Parisa Tadjali, on the provision of local sports facilities.
  • PE1205: By Chris Gallacher on behalf of the Save Meadowbank Campaign, on local authority provision of sports facilities.
  • PE789. On supervision of prescribed methadone consumption. The Committee agreed to close the petition after receiving details from the Scottish Government about measures it intends to take to investigate a possible link between methadone-related deaths and prescribing policy.
  • PE1037 and PE1042. On smoking in public places. The Committee agreed to close the petitions on the grounds that the issue would be examined in the context of any future post-legislative scrutiny of the Smoking, Health and Social Care (Scotland) Act 2005.
  • PE953: By Ms Jean Gall, on behalf of the Scottish Association of Sleep Apnoea, on the resources in place to tackle the Health problems associated with Obstructive Sleep Apnoea. The Committee agreed to close the petition and to highlight the issues it raised in its Session 3 legacy paper.
