Guidance for subject Committees At its meeting on 23 September, the Committee agreed its guidance to the Parliamentary subject committees. Please follow the link below for the guidance. Scrutiny of the Scottish Government's consolidated accounts for 2007-08 and Scotland Performs At its meeting on 7 October 2008, the Committee took evidence from John Swinney MSP, Cabinet Secretary for Finance and Sustainable Growth, on the Scottish Government's consolidated accounts for 2007-08 and Scotland Performs. External meeting The Committee held a meeting in Ayr, on 10 November 2008. In the morning, Members held workshops with invited local organisations and local schools, and in the afternoon the Committee took evidence from John Swinney MSP on the Scottish Government's Draft Budget 2009-10. Debate on the Committee's report The Parliament debated the Committee's report on Wednesday 17 December 2008. The debate can be viewed via the Holyrood TV archive (click link). Please note that this was only a debate on the Committee's report, and is separate from consideration of the Budget Bill (see below), which provides for formal parliamentary authority for the Scottish Government's spending plans for 2009-10. Stage 3 of the Budget Process - parliamentary consideration of the Budget Bill Stage 3 of the budget process involves formal parliamentary consideration of the Budget Bill. Further information on the particular rules surrounding the Budget Bill can be found on the Scottish Budget Process webpage (click link). Parliamentary consideration of the Budget (Scotland) (No.2) Bill The Budget (Scotland) (No.2) Bill was introduced on 8 January. Parliamentary consideration of the Budget (Scotland) (No.3) Bill The Budget (Scotland) (No.3) Bill was introduced on 29 January 2009. Please follow the link below to the Bill. Stages 1, 2 and 3 of the Bill were considered by the Parliament on Wednesday 4 February, under the Emergency Bill procedure. The Parliament agreed to the passage of the Bill. _____________________________________________________________________________________________________ SPICe Briefing The SPICe Briefing on the 2009-10 Draft Budget, which includes a detailed breakdown of the budget numbers at cash and real terms for levels 1, 2 and 3, can be found via the link below. Adviser The Committee has agreed to appoint Professor David Bell, of the University of Stirling, as its adviser on the Budget Process.
