The meeting opened at 10.45 am.

Declaration of interests: The Convener invited Linda Fabiani MSP to declare any relevant interests. Ms Fabiani declared that she had no such interests.

Items in private: The Committee agreed take items 7 and 8 in private.

Cross-Party Groups: The Committee agreed to applications to establish Cross-Party Groups in the Scottish Parliament on Diabetes, on Food, and on Tartan Day.

Cross-Party Groups: The Committee agreed to waive Rule 2, section 8.3. of the Code of Conduct in respect of the MSP membership of the Cross-Party Group on Loss of Consultant Led Services in Scotland – Solutions.

Cross-Party Groups: The Committee agreed to resume consideration of its policy in relation to the use of the Parliament’s internet site to create links to external websites at a future meeting.

Replacing the Members’ Interests Order: The Committee agreed amendments to a draft report. The Committee agreed to delegate authority to the Convener to approve the report as amended and to publish in accordance with the Committee’s timetable.
The Committee moved into private session at 12.16 pm

Complaint: The Committee considered a report from the Scottish Parliamentary Standards Commissioner concerning the status of a complaint at Stage 1 of the investigative process and agreed to direct the Commissioner to investigate the complaint.

Scottish Parliamentary Standards Commissioner: The Committee agreed a Direction under the Scottish Parliamentary Standards Commissioner Act 2002.
