‘Reshaping the NHS in Scotland?’ Public Debate Sponsored by the Scottish Parliament Health Committee 11 April 2005 The Chamber Scottish Parliament 10.00 - 10.25 Coffee/Tea in First Level Restaurant/ Foyer 10.30 Welcome from Murray Tosh MSP, Deputy Presiding Officer 10.33 Introduction and scene-setting from Roseanna Cunningham MSP, Convener of the Health Committee 10.40 Debate 1: Reshaping the NHS Motion: ‘How should the NHS in Scotland be reshaped to better meet patients’ needs?’ Procedure: similar to a formal Parliamentary debate, there will be two speakers initiating the debate, and then an open debate, but with a limited time for contributions (4 minutes) to enable maximum participation by those present. This is the time that backbench MSPs frequently get in debates. The debate will be wound up by two committee members who will outline the main messages that they have taken from the debate. Opening speeches (2 x 8 minutes): Richard Norris, Director, Scottish Health Council Professor Sir John Temple Debate contributions: 80 minutes (4 minutes x 20) Winding Up (reflecting key points heard) by lead Committee Members Janis Hughes/Mike Rumbles: 8 minutes 12.25 Break for buffet lunch in First Level Restaurant/Foyer 14.00 Welcome to afternoon session from Trish Godman MSP, Deputy Presiding Officer 14.02 Introduction and scene-setting by Roseanna Cunningham MSP, Convener of the Health Committee. 14.07 Debate 2: Solutions Motion: Despite the many pressures, difficulties and expectations facing the NHS in Scotland, solutions to these problems are possible and should include: listening to the views of local patients; adopting new ways of working and new technologies; pursuing creative, flexible approaches; improving workforce planning; and by these means the NHS in Scotland will be improved and enhanced. This session will focus on potential solutions to some of the difficulties being experienced. The debate will be in the same format as the morning one, but with slightly longer for contributors. Again, two lead committee members will wind-up by outlining the main messages from the afternoon.
