The meeting opened at 2.30 pm.

1. Time for Reflection: Mr Alan Sorensen, Minister of Wellpark Mid-Kirk, Greenock led Time for Reflection.

2. Vulnerable Witnesses (Scotland) Bill – Stage 1: The Minister for Justice (Cathy Jamieson) moved S2M-193—That the Parliament agrees to the general principles of the Vulnerable Witnesses (Scotland) Bill.

After debate, the motion was agreed to (DT).

3. Vulnerable Witnesses (Scotland) Bill – Financial Resolution: The Deputy Minister for Justice (Hugh Henry) moved S2M-224—That the Parliament, for the purposes of any Act of the Parliament resulting from the Vulnerable Witnesses (Scotland) Bill, agrees to any increase, in consequence of the Act, in expenditure charged on, or payable out of, the Scottish Consolidated Fund.

The motion was agreed to (DT).

4. Business Motion: Patricia Ferguson, on behalf of the Parliamentary Bureau, moved S2M-624—That the Parliament agrees the following programme of business—

5. Decision Time: Patricia Ferguson, on behalf of the Parliamentary Bureau, moved without notice a motion under Rule 11.2.4 of Standing Orders that Decision Time on Wednesday 19 November 2003 be taken at 4.42 pm.

6. Decision Time: The Parliament took decisions on items 2 and 3 as noted above.

7. Fairtrade: The Parliament debated S2M-502 in the name of Sarah Boyack—That the Parliament warmly welcomes moves by the City of Edinburgh Council to endorse the Fairtrade Towns Initiative supported by organisations including Oxfam, the Catholic Agency for Overseas Development, Traidcraft and the World Development Movement; pays tribute to the Fairtrade Foundation that exists to ensure a better deal for marginalised and disadvantaged producers in developing countries and to ensure that products marked with the Fairtrade logo meet internationally recognised standards of Fairtrade, and acknowledges the commitment of local authorities, churches, schools and universities across Scotland that are working towards achieving the Fairtrade mark.
